Overview of the conference.

Streamlining Crop Area Code Management

More than 100 delegates from professional agencies under the provincial Department of Agriculture and Environment, along with officials assigned to handle administrative procedures at communes, wards and the special administrative zone, attended the training.

The conference focused on the basic provisions of Resolution No. 36, including dossier requirements, procedures for issuing and reissuing crop area and packing facility codes, and direct guidance on receiving and processing applications through the National Public Service Portal.

Participants were also introduced to the new approach to code management, traceability and the development of raw material areas that meet export requirements.

Lam Dong currently has 1,005 crop area codes covering more than 45,400 hectares, along with 380 packing facility codes serving key agricultural products such as durian, dragon fruit, mango and passion fruit...

Delegates also discussed and received clarification on difficulties and obstacles encountered during implementation at the local level.

The conference is considered important in helping local authorities, particularly commune and ward-level People's Committees, process applications for crop area codes promptly, efficiently and in accordance with Resolution No. 36/2026/NQ-CP, dated July 31, 2026.

Lam Dong called on agencies under the Ministry of Agriculture and Environment to continue supporting and guiding the province in implementing administrative procedures for crop area and packing facility codes, particularly at the commune level.

As the decentralization of these administrative procedures to commune-level People's Committees is being carried out within a relatively short timeframe, the province also proposed that the Department of Crop Production and Plant Protection and relevant agencies under the Ministry establish appropriate communication channels to facilitate the resolution of difficulties and issues during the initial implementation period.

Decentralization to Strengthen Export Competitiveness

Resolution No. 36, which took effect on July 31, 2026, focuses on simplifying administrative procedures while decentralizing the issuance, reissuance and management of crop area and packing facility codes to commune-level People's Committees.

Effective implementation of Resolution No. 36 is expected to shorten administrative procedures, improve management efficiency, accelerate digitalization and enhance the competitiveness of Lam Dong's agricultural products in export markets.
