Lam Dong Urges Progress on Four Key Transport Projects

On August 3, Nguyen Minh, Vice Chairman of the Lam Dong Provincial People's Committee, conducted an on-site inspection and urged relevant agencies and contractors to accelerate construction and public investment disbursement at several key transport projects. These included the road connecting the former Tan Minh town with Son My; the DT719 bypass and bridge across the Dinh River; the project to construct a new section of the DT719B coastal road between Phan Thiet and Ke Ga; and the Hon Lan–Tan Hai section of the DT719B coastal road.

Regarding the road project connecting the former Tan Minh Town with Son My, inventory work has reached nearly 94%, compensation plans have been approved for 24.4% of the affected area, compensation payments have reached 16.9%, and approximately 12.7 km of the 23.71-km route has been handed over. Completed work represents approximately 20% of the contract value, while public investment disbursement has exceeded VND 46.4 billion, or 34.1% of the annual plan.

During the inspection, Vice Chairman Nguyen Minh requested the Provincial Land Fund Development Center to closely coordinate with local authorities to completely resolve obstacles in compensation and site clearance, with the aim of substantially completing site clearance along the entire route by the end of August 2026. Specifically, site clearance for the section passing through Son My commune must be completed before September 15, 2026.

Construction Investment Project Management Board No. 2 and contractors must develop detailed construction schedules, mobilize the maximum manpower and equipment, and immediately organize construction on the sections where sites have been handed over to make up for lost time and improve the disbursement rate.

For the DT719 bypass and Dinh River bridge project, compensation plans have been approved for approximately 95% of dossiers, with disbursements reaching nearly 89%; about 5.57 km of land has been handed over to the construction unit.

The current construction volume reaches about 29.4% of the contract value; public investment capital disbursement has reached 31.7 billion VND, equivalent to 57.7% of the 2026 plan.

During the on-site inspection, Vice Chairman Nguyen Minh requested the People's Committee of La Gi ward and Ham Tan commune to continue stepping up communication and campaigns to persuade residents to hand over land; for cases of non-compliance, the relevant dossiers must be completed and handled in accordance with regulations.

The Department of Agriculture and Environment is assigned to guide the finalization of remaining resettlement procedures. Construction Investment Project Management Board No. 2 must urge the contractor to mobilize maximum manpower and equipment, and take advantage of favorable weather to accelerate construction progress.

Regarding the DT719B coastal trunk road project (Hon Lan - Tan Hai section), after conducting the field inspections and listening to the investor's reports, Vice Chairman Nguyen Minh acknowledged that compensation and site clearance work were basically completed, with approximately 98.5% of the route's length now handed over.

Land-use conversion procedures remain incomplete for about one hectare of forest land in the project area leaving about 150 meters of land yet to be handed over. Currently, the construction volume has only reached about 35.5% of the contract value, while the public investment disbursement rate stands at 1.2% of the 2026 plan.

For the new construction project of the DT719B coastal trunk road (Phan Thiet - Ke Ga section), site clearance has achieved approximately 84.8% to date. The project has completed about 70% of the contracted work, including the approximately 17.8-km section from National Highway 1 to Suoi Nhum Bridge, which has been completed and opened to traffic.

About 3.88 km of the route through the titanium mining area operated by Tan Quang Cuong Trading Co., Ltd., along with land belonging to one household near the DT719B–DT719 intersection, has yet to be handed over. Public investment disbursement stands at only VND 1.906 billion out of the planned VND 28.436 billion, or 6.7% of the annual plan.

During the field inspection, Vice Chairman Nguyen Minh requested Construction Investment Project Management Board No. 2 to focus on reviewing the project's overall implementation progress and rebuilding the construction plan using a Gantt chart for each category and milestone, clearly assigning responsibilities to each unit and individual.

At the same time, officers must be regularly dispatched to remain on site, directly urging, inspecting, and supervising contractors to promptly handle emerging issues and make up for delays.

For the construction contractor, Vice Chairman Nguyen Minh requested the urgent completion of procedures for contract performance guarantees and advance payment guarantees to meet the conditions for payment for completed work, as well as the maximum mobilization of manpower, machinery, equipment, and financial resources to accelerate construction progress.

Vice Chairman Nguyen Minh also requested Project Management Board No. 2 to coordinate with the People's Committee of Tan Hai commune and the Department of Agriculture and Environment to urgently resolve bottlenecks regarding the forest land area in order to soon hand over the entire site to the construction unit.

For the new construction project of the DT719B coastal trunk road (Phan Thiet - Ke Ga section), the provincial leader assigned the Department of Agriculture and Environment to closely coordinate with Tan Quang Cuong Trading Co., Ltd. to urgently complete procedures for mine closure and hand over land in Area 1 and Area 4 within August 2026. The People's Committee of Tan Thanh commune must continue to persuade the remaining household to comply with the compensation plan, and take necessary measures in accordance with the law if needed.

Project Management Board No. 2 and the contractor must prepare sufficient personnel and equipment to begin construction immediately once the site is handed over. This will help keep key projects on schedule, accelerate public investment disbursement, and support the development of the province's transport infrastructure.

Units must strictly implement the principle of “6 clears” during the implementation process. For any difficulties or obstacles beyond their authority, units must immediately report to the Provincial People's Committee's Task Force for timely consideration and guidance on resolution, so as not to affect the overall project progress.
