Lam Dong Vice Chairman Urges Acceleration of Key Expressway Projects

On March 26, Nguyen Hong Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Lam Dong Provincial People’s Committee, chaired a working session with departments, agencies and project investors to comprehensively review the implementation of the Bao Loc – Lien Khuong Expressway and the Tan Phu – Bao Loc Expressway.

At the meeting, relevant units reported on the progress of each component, highlighted challenges and bottlenecks, and proposed solutions to accelerate implementation in the coming period.

According to Nguyen Nhan Ban, Director of Project Management Unit No. 1, for the Bao Loc – Lien Khuong Expressway, the project enterprise has so far contributed VND 120 billion out of the committed VND 232 billion in equity, equivalent to approximately 51.7%. However, the capital mobilization plan remains incomplete, and no credit agreements have yet been signed.

On the technical front, topographic and geological surveys have largely been completed. By March 28, 2026, the enterprise is expected to submit technical design dossiers for appraisal for components unaffected by scale adjustments, including approximately 2 out of 11 km of deep-cut roadbeds exceeding 18 meters, one out of three interchanges, and 9 out of 35 overpasses—equivalent to about 25% of the total workload. The remaining components are scheduled for completion and submission for appraisal in April 2026.

Regarding site clearance, the provincial Land Development Center, in coordination with local authorities, has handed over approximately 278 out of 595 hectares in the first phase, reaching 47.5% of the total area. Mine and unexploded ordnance clearance has achieved around 30% of the workload and is expected to be completed by June 2026.

For construction, the project enterprise is currently negotiating contracts with two main contractors, while site clearance work has begun in areas already handed over. Several components are scheduled to begin before April 25, 2026, including six overpasses at Km130+377, Km136+912, Km181+150, Km185+695, Km186+819 and Km193+879; four major deep-cut road sections; and the Phu Hoi interchange.

However, representatives of relevant departments and agencies noted several delays, including the failure to submit documents for investment policy adjustments, delays in finalizing the overall implementation plan, and the absence of a complete management structure and site office.

For the Tan Phu – Bao Loc Expressway, preparatory work is being accelerated. The project enterprise has established its management structure and identified two main locations for construction camps, girder casting yards and concrete batching plants at Km74+300 and Km109+600, while an additional site at Km111+200 is also being developed.

Topographic surveys have been completed, while geological surveys have reached approximately 80%. Technical design dossiers for components not affected by scale adjustments are expected to be submitted for appraisal before April 15, 2026. Procedures related to mineral recovery assessment and forest land conversion are underway and are scheduled for completion within April 2026.

Site clearance for the first phase was carried out from March 16 to 18, 2026, in eligible areas. Contractor selection for mine clearance has been completed, with full completion expected in April 2026 to facilitate construction.

Although the project generally meets the conditions for groundbreaking in April 2026, delays remain in preparing dossiers for investment policy adjustments and in developing overall and detailed plans for 2026.

Concluding the meeting, Vice Chairman Nguyen Hong Hai emphasized that the two expressway projects play a critical role in enhancing regional connectivity, expanding development space, and driving socio-economic growth in Lam Dong Province and the Central Highlands region.

He requested project enterprises and investors to strictly comply with directives from the provincial People’s Committee, urgently complete pending procedures—including technical design dossiers, investment policy adjustment documents, forest land conversion procedures, and mineral recovery assessments—and ensure full equity contribution while promptly developing feasible capital mobilization plans.

Investors were also urged to expedite contract signing with contractors, mobilize sufficient equipment and workforce, and commence construction of eligible components within April 2026.

The Vice Chairman called on departments, agencies, and local authorities to strengthen coordination and promptly address difficulties, particularly in site clearance. The provincial Land Development Center was tasked with speeding up land acquisition and prioritizing the handover of key areas to keep the project on schedule.

Mr. Nguyen Hong Hai also stressed the need to enhance inspection, supervision and progress monitoring, while taking firm action against delays and lack of accountability, ensuring that projects are implemented on schedule. These efforts will contribute to the development of a modern, synchronized transport infrastructure system, providing a strong foundation for the province’s sustainable growth in the coming years.
