Moving Toward Modern and Integrated Management in the Construction Sector
In line with guidance from the Provincial People’s Committee, the construction sector in Lam Dong Province has collaborated with relevant agencies to deploy the national information system and database for construction activities. This effort is intended to fulfill the needs for modern and transparent management, improve the efficiency of state administration, and advance socio-economic development.

Lam Dong Province has seen significant growth in urban development, transport infrastructure, and tourism in recent years. The growing number of construction projects, civil engineering works, and technical facilities has increased the need for document management, record-keeping, and adherence to construction regulations.
The rollout of the national information system and database for construction activities is intended to address information discrepancies across management levels, which have led to overlap, duplication, and supervision challenges. The objective is to achieve a management process that is transparent, efficient, and streamlined.
A centralized national platform that organizes data storage allows for continuous updates and seamless information retrieval. Consequently, inspection, supervision, and administrative processes can be executed more expeditiously, minimizing subjectivity and curbing corruption.
From both technical and procedural standpoints, the system is structured around the concepts of “one-stop, one-time entry” and “data as the basis,” while adhering to standards for security, data governance, and role-based access control.
Another crucial element is data transparency. The national database permits specific information to be disclosed to the public in accordance with legal guidelines, allowing individuals, companies, and social organizations to access information on project advancements, planning details, evaluation results, contractor qualifications, and acceptance results. This level of transparency not only boosts the accountability of managing agencies but also generates constructive pressure on stakeholders involved in construction activities to adhere to technical standards, safety protocols, and legal obligations.
The establishment of a national information system and database for construction activities has generated significant expectations among both citizens and businesses.
Mr. Tran Ngoc Anh, a construction architect from Ho Chi Minh City, stated, “Overall, the rollout of the information system and its connection to the national database on construction activities represents progress aligned with the modernization of state management. Currently, from my perspective, the data has not been thoroughly updated. However, in the future, increased transparency and standardization of information are expected to be strengthened, thereby building trust among investors and the public while reducing negative practices in construction activities. Economically speaking, enhanced management will help decrease costs and promote a more transparent and open investment environment.”
However, any digital transformation process comes with challenges. To address these, the Department of Construction has proposed strengthening training, providing technical support, implementing open data standards, and raising awareness of information security among officials, civil servants, and businesses.
The execution of the national information system and database for construction activities is conducted in line with official directives, legal regulations on construction, the national digital transformation plan, and guidance from the Ministry of Construction.
The goal is to create a centralized data management and provision channel that consolidates information on projects, planning data, and related specialized databases. This is intended to enhance digitalization, reduce processing times, and lessen negative practices throughout the entire process—from dossier submission and licensing to inspection and supervision.
