National Target Programs: Lam Dong Accelerates Implementation
On June 18, Vice Chairmen of the Lam Dong Provincial People's Committee Vo Ngoc Hiep and Nguyen Ngoc Phuc chaired a meeting with departments and agencies to review the implementation of tasks under the national target programs across the province.

At the meeting, participants reviewed the implementation of tasks under the National Target Programs on New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas across the province.
According to the Department of Agriculture and Environment, following the provincial merger, Lam Dong has 103 communes, 80 of which meet new rural standards. Three have been recognized as advanced new rural communes, while one has been designated as a model new rural commune.
Under the Sustainable Poverty Reduction Program, the province's multidimensional poverty rate fell from 9.33% at the end of 2021 to 3.19% by the end of 2025. Among ethnic minority communities, the rate declined from 26.96% to 8.75% over the same period.

Under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, the newly merged province currently has 17,150 ethnic minority households classified as multidimensionally poor, accounting for 10.88% of the total.
The figure is projected to decline to 14,473 by the end of 2025, down 2,677 households.

Officials noted that the province's expanded administrative boundaries, changing conditions and rising investment demands require a thorough review to ensure resources are allocated effectively and in line with local needs.
By 2030, Lam Dong aims to have at least 42 communes meeting new rural standards and two recognized as modern new rural communes. The province is also targeting a 1 - 1.5% reduction in multidimensional poverty in 2026 and an average annual decline of 0.68% over the following four years.

Lam Dong has earmarked VND 500 billion in counterpart funding for the national target programs, although state budget allocations from the central government for 2026 and the 2026 - 2030 period have not yet been finalized.
Vice Chairmen Vo Ngoc Hiep and Nguyen Ngoc Phuc emphasized that implementing the programs remains a top priority due to their direct role in promoting rural development, reducing poverty and improving living standards in ethnic minority and mountainous communities

Assigned agencies must review each task, funding source and project in detail, clearly identifying outstanding issues, responsible authorities, completion deadlines and accountability for each unit. Delays caused by avoidance, shifting responsibility, or a lack of coordination must not be allowed.

Provincial leaders urged departments and agencies to quickly complete administrative procedures, remove bottlenecks and accelerate fund disbursement, particularly for capital carried over from 2025 to 2026.
They stressed that funding should not remain tied up in projects that are no longer feasible. Authorities were also instructed to strengthen inspection and oversight, and hold units accountable if they are slow to implement projects, slow to disburse funds, or fail to proactively carry out assigned tasks.
The goal is to ensure that the national target programs deliver tangible results, reach the intended beneficiaries and directly improve people's lives.
