Phan Ri Cua Mobilizes Resources to Accelerate Year-End Development

One of the key economic achievements of Phan Ri Cua Commune during the first three quarters of 2026 was its budget revenue.

By September 10, total local budget revenue amounted to VND 62 billion, which is 166.7% of the annual target. Revenue from the non-state economic sector reached VND 32.384 billion, accounting for 250.4% of the target, while land-use fees totaled VND 11.475 billion, or 244.1% of the target. Additionally, revenue from land leases also achieved 228% of the annual target.

These figures emphasize the vital role of the non-state economic sector and land-related revenue in the budget. Surpassing the annual revenue target in just the first nine months demonstrates the commune's proactive efforts in managing revenue, mobilizing resources, and implementing strategies that are well-suited to local circumstances, thus creating additional resources for socio-economic development.

Local authorities are concurrently increasing their efforts to distribute public investment funds, with a disbursement rate exceeding 77% of the yearly target.

Construction teams are expediting several projects, such as the renovation of Phan Ri Cua Park, enhancements to the drainage system in the Thanh Luong area, repairs to the Doc Hoi Long Memorial Stele, the construction of a community recreation park in Thanh Luong Hamlet, and upgrades to local roadways. These projects are contributing to infrastructure development and enhancing the visual appeal of the commune in the final months of the year.

As a significant fishing center in the province, Phan Ri Cua boasts a fleet of over 1,170 boats, with the fishing industry continuing to be a vital part of the local economy.

During this period, estimated seafood catches exceeded 25,000 tonnes, reaching 72.26% of the annual target. In addition to sustaining fishing operations, the commune has stepped up its public awareness initiatives, as well as inspections and enforcement measures against illegal, unreported, and unregulated (IUU) fishing.

The commune launched a model entitled “Fishermen United to Prevent Illegal Fishing” in Hai Tan 3 Hamlet. It has also stepped up inspections and enforcement to help Vietnam lift the European Commission’s IUU fishing warning.

In the first nine months, local authorities fined two violators a total of VND 240 million and encouraged fishermen to comply with regulations on fishing licenses, vessel monitoring systems and authorized fishing grounds.

Le Duong Hoang Thuy from the Region I Fisheries Surveillance Station in Phan Ri Cua Commune stated that the team frequently conducts patrols and inspections at river mouths, along the coastline, and within their designated maritime area.

Vessels that do not meet regulatory standards are prohibited from departing the port. Efforts to raise public awareness have been stepped up to enhance fishermen’s understanding of and adherence to the law. So far, fishermen have generally complied with regulations aimed at preventing IUU fishing.

Strengthening Land Management and Urban Improvement

Alongside economic development, Phan Ri Cua has focused on strengthening state management of land, construction, planning and the environment. These areas directly affect urban order, residents’ quality of life and the commune’s long-term development.

The campaign to enhance and clean up the land database has successfully verified 12,318 cases, encompassing all land parcels listed by the commune. This result helps improve data for land management, minimize inaccuracies, and improve the effectiveness of land-related administrative procedures.

Significant progress has also been made in planning. The zoning plan for the Phan Ri Cua coastal region received approval on June 30, 2026.

Additionally, the commune's general plan to 2030, with a vision to 2050, has been presented to the provincial People’s Committee for review and approval.

These plans will serve as a foundation for directing spatial development, overseeing land utilization, and investing in infrastructure according to the commune's future requirements.

The commune has persisted in its efforts to enhance urban living conditions and environmental cleanliness. During cleaning initiatives, officials, community organizations, and residents collaborated to gather waste and clean various areas, including roads, neighborhoods, drainage systems, and coastal regions, successfully removing over 1,000 tonnes of refuse in total.

The commune has also finalized a contract with a selected contractor to collect, transport, and manage household waste, which helps tackle the issue of waste piling up in recent years.

The cultural and recreational needs of residents have been prioritized through newly introduced events, such as the inaugural Phan Ri Cua Commune Sports Festival, the “Phan Ri Cua Singing Contest,” and a pickleball tournament.

Furthermore, the commune offers social welfare and assistance to people with notable service and social assistance beneficiaries, amounting to tens of billions of Vietnamese dong. It aims to decrease the number of multidimensionally poor households by 520 by the end of the year.

As stated by Vo Minh Chien, Chairman of the Phan Ri Cua Commune People's Committee, the accomplishments achieved in the first three quarters have laid the groundwork for the commune to further gather resources for development.

In the upcoming months of 2026, the commune will focus on investing in infrastructure, enhancing production, expediting administrative reforms, and improving the living standards of its residents.

With support from the public and a proactive local governance framework, these initiatives are anticipated to accelerate development and assist Phan Ri Cua in reaching its targets for 2026.
