Updating and Refining the Scientific Dossier of Xuan Huong Lake Scenic Site
The Lam Dong Department of Culture, Sport, and Tourism has recently issued a plan to update and refine the scientific dossier of the nationally recognized Xuan Huong Lake scenic site (Xuan Huong - Da Lat Ward).

Xuan Huong Lake is an iconic scenic spot, closely associated with the history of Da Lat's formation and development. It holds special value for its landscape, culture, and tourism. The site was recognized by the Ministry of Culture as a National Scenic Landmark in 1988, with its protection boundaries established in 1997.
However, in the context of the 2024 Law on Cultural Heritage and Government Decree No. 308/2025/ND-CP (effective as of November 28, 2025), and considering the significant adjustments to urban planning around Xuan Huong Lake, the site's scientific dossier requires a comprehensive review to ensure consistency, coherence, and practical relevance.

The aim of updating and revising the scientific dossier is to enhance the effectiveness of protecting and promoting the values of the Xuan Huong Lake scenic site in accordance with current legal regulations. This serves as an essential legal basis for the management, planning, investment, exploitation, and sustainable use of the lake’s landscape, ensuring harmony among heritage conservation, local socio-economic development, national defense, and security.

The implementation roadmap will be carried out in several steps, such as surveying the site's current location and status, gathering documents and up-to-date photos, preparing records, positioning the site, mapping and delineating protection zones, creating technical drawings, writing a summary description of the site, and creating the site's scientific profile, among other tasks.

The demarcation of protected zones and the installation of boundary markers for the Xuan Huong Lake scenic site will commence following the appraisal and official approval of the dossier by the Minister of Culture, Sports, and Tourism. This initiative will bolster the efficiency of state management and establish a robust legal framework for the site’s long-term preservation and promotion.
The implementation process will entail close collaboration among relevant agencies to ensure progress, quality, and compliance with established rules and regulations, and it is expected by September 2026.
The supplementation and revision of the scientific dossier for the Xuan Huong Lake scenic site not only meet legal requirements but also represent an essential step toward balancing historical protection with sustainable urban growth in accordance with the city's overall plan. This technique serves to reassert Xuan Huong Lake's function and relevance within the unique cultural and landscape area of Lam Dong Province's urban center.
