Urgently Completing the Dossier for Adjusting Lam Dong Provincial Planning to Ensure Progress and Quality
This instruction was issued by Chairman of the Lam Dong Provincial People’s Committee Ho Van Muoi, to provincial departments, agencies, units, localities and the consultancy joint venture regarding the finalization of the adjusted Lam Dong Provincial Planning dossier for the 2021–2030 period, with a vision to 2050.
On May 19, the Lam Dong Provincial People’s Committee organized a conference of the Appraisal Council for adjustments to the Lam Dong Provincial Planning for the 2021–2030 period, with a vision to 2050. The conference was chaired by Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee.
The event was co-chaired by Vice Chairmen of the Provincial People’s Committee. It was attended by representatives of central ministries and agencies, experts in planning, urban development and economics, and members of the consultancy joint venture.
Speaking at the conference, Chairman Ho Van Muoi emphasized that the adjustment of Lam Dong Provincial Planning for the 2021–2030 period, with a vision to 2050, is one of the province’s most critical and urgent political tasks.
The adjusted planning aims to reshape the province’s new development space in an integrated, consistent and comprehensive manner, ensuring sustainable and harmonious development across all regions.
Provincial departments, agencies, units, localities and the consultancy joint venture must take into account and incorporate feedback from central ministries, agencies and experts. They are urged to promptly finalize the adjusted provincial planning dossier and submit it to the Provincial People’s Council for approval before presenting it to the Chairman of the Provincial People’s Committee for endorsement in accordance with planning regulations.

The draft plan on adjustments to the Lam Dong Provincial Planning for the 2021–2030 period, with a vision to 2050, outlines a development model comprising one province, six corridors, seven regions, 18 clusters and five specialized zones.
The province aims to become a pioneer in innovation-driven development, transforming natural resources into new competitive advantages through science and technology. Lam Dong will develop toward a green and livable ecosystem capable of attracting talent, scientists and tourists.
Lam Dong’s growth scenario through 2030 targets strong growth, with GRDP growth reaching 10.5%–10.6% and annual per capita GRDP reaching VND 200–205 million.
The province will focus on priority sectors driven by three new strategic growth pillars: industries that leverage natural resources and energy; innovation and technology; and tourism and urban services.
At the conference, representatives of central ministries and agencies, along with experts, said the adjusted contents of the Lam Dong Provincial Planning largely reflected the province’s specific development factors and conditions for the coming period.
Delegates focused on analyzing, evaluating and providing additional comments to finalize the draft planning. Representatives of various ministries and agencies noted that the draft has yet to clearly explain why Lam Dong has not been able to accelerate its growth despite its immense potential.
They said the proposed adjustments should further analyze the potential and advantages of the three regions after the merger, particularly in terms of administrative, urban and rural systems. The draft should also provide clearer analysis and orientation on regional connectivity to link maritime, highland and border spaces.
Many experts suggested that the adjusted planning should identify and assess the contribution of the digital economy and total factor productivity (TFP) to growth. This is essential to determine Lam Dong’s current growth model and set out orientations for the province’s growth model for the 2026–2030 period, with a vision to 2045.
Regarding the industrial sector, the province needs to further clarify orientations for industrial cluster development to drive a substantial transformation in industrial production and increase the added value of products. Special attention should also be given to clarifying the roadmap for growth, digital economy development and infrastructure corridor development.
Central ministries and agencies suggested that the proposed adjustments should include specific analyses of industrial, urban, service and tourism development corridors linked to external transport routes, logistics systems and regional connectivity.
At the conference, BCG Company and the consultancy joint venture received and incorporated feedback from central ministries, agencies and experts. They committed to making the necessary revisions and additions while coordinating closely with the Lam Dong Provincial People’s Committee to finalize the adjusted planning contents on schedule and ensure quality.
Concluding the conference, Ho Van Muoi, Chairman of the Provincial People’s Committee, acknowledged and highly appreciated the efforts of the consultancy joint venture, as well as provincial departments, agencies and localities, in formulating the adjusted provincial planning. He noted that the process of preparing and implementing the planning adjustments had strictly complied with planning regulations.
The adjusted planning contents have been carefully studied and prepared in compliance with planning regulations. They are based on a comprehensive and reliable data system that supports assessments of the current situation, identification of development potential and capacity, and ensures a high level of feasibility.
The provincial planning has been carefully prepared, clearly reflecting a new scope, new mindset, new vision, new orientation and the province’s development aspirations following the merger. The planning adjustments are aligned with the Resolution of the First Congress of the Lam Dong Provincial Party Committee for the 2025–2030 term. Provincial departments, agencies and units must work with high determination to fulfill this task.
