Strengthening Prevention and Enforcement Against Intellectual Property Rights Infringements

At a nationwide online conference reviewing the implementation of the Prime Minister’s Official Dispatch No. 38, Deputy Prime Minister Ho Quoc Dung called on ministries, agencies and localities to continue taking decisive action to prevent, combat and strictly handle violations of intellectual property rights.

According to the Ministry of Science and Technology, after over three weeks of implementing the Prime Minister's Official Dispatch No. 38/CD-TTg dated May 5, 2026, ministries, agencies and localities have taken coordinated and decisive action to combat intellectual property rights infringements.

Inspection and enforcement efforts have focused on the production of and trade in counterfeit goods and intellectual property-infringing products, as well as violations in the digital space and on e-commerce platforms.

From May 7 to May 30, law enforcement agencies nationwide detected more than 2,000 cases showing signs of intellectual property rights infringement. Administrative sanctions were imposed in more than 1,600 cases, with nearly VND 18 billion remitted to the state budget, while criminal proceedings were initiated in 44 related cases. The functional agencies also blocked access to more than 1,000 websites that infringed copyright and industrial property rights.

In Lam Dong, the Provincial People's Committee has established an inter-sectoral task force to guide efforts to prevent, combat and handle intellectual property rights infringements. The province has also launched an intensive inspection campaign across localities.

From May 7 to May 30, relevant forces detected and handled 31 violations related to trademark counterfeiting. Administrative penalties were imposed in 23 cases, totaling VND 246 million, while the value of infringing goods was estimated at more than VND 1.55 billion.

Notably, the Lam Dong Provincial Police initiated criminal proceedings in one case and indicted two defendants for industrial property rights infringement under Article 226 of the Penal Code. The result reflects the decisive engagement of competent authorities in protecting intellectual property rights, safeguarding the legitimate interests of businesses and consumers, and building a fair and healthy business environment.

In his directive remarks at the conference, Deputy Prime Minister Ho Quoc Dung emphasized that intellectual property rights infringements remain complex, especially copyright infringements involving films, music and video games, along with violations related to trademarks and geographical indications. Such violations damage businesses, rights holders and consumers, while also affecting the investment and business environment as well as national prestige and image.

The Deputy Prime Minister noted that Vietnam continues to receive a number of warnings and recommendations from international partners regarding intellectual property rights enforcement. In this context, the resolute implementation of the Prime Minister's Official Dispatch No. 38/CD-TTg, dated May 5, 2026, is particularly important to overcoming existing shortcomings, addressing international recommendations and strengthening confidence among businesses and investors.

In assessing the initial results after nearly one month of implementation, the Deputy Prime Minister acknowledged the coordinated efforts of ministries, agencies, localities, law enforcement agencies and the media. These efforts have helped improve public awareness and strengthen the enforcement of intellectual property rights.

He affirmed that the protection and enforcement of intellectual property rights are consistent policies of Vietnam, urging ministries, agencies and localities to maintain strong determination and strictly handle violations.

The Deputy Prime Minister also stressed the need to address existing shortcomings and international recommendations, while helping build a transparent and healthy investment and business environment. These efforts, he said, would contribute to enhancing Vietnam's competitiveness and standing on the global stage.
