Lam Dong Unveils Revised Provincial Master Plan Through 2050

The revised Lam Dong Provincial Master Plan for the 2021-2030 period, with a vision to 2050, has officially been announced, providing a legal foundation and strategic framework for the province’s development in the coming years.

On the morning of June 6, the Lam Dong Provincial People's Committee held a conference to announce the revised Provincial Master Plan for the 2021-2030 period, with a vision to 2050.

The conference was chaired by Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee.

Attending the event were members of the Provincial Party Standing Committee, leaders of the Provincial People's Council, Vice Chairpersons of the Provincial People's Committee, representatives of provincial departments, agencies, local authorities, consulting units and investors.

Speaking at the opening session, Chairman Ho Van Muoi emphasized that the adjustment of the Lam Dong Provincial Master Plan for the 2021-2030 period, with a vision to 2050, marks a milestone of special significance, creating a legal foundation and strategic orientation for the province’s development in a new phase.

The plan was developed based on comprehensive studies and assessments of the province’s potential, advantages, resources and development space. It concretizes major policies and orientations of the Party and the State on socio-economic development, national defense, security and international integration.

The revision demonstrates the province’s determination to renew its development mindset, placing people and businesses at the center while making science and technology, innovation, digital transformation and green growth key drivers. All efforts are directed toward building Lam Dong into a dynamic growth pole of the Central Highlands and South Central Coast regions.

Chairman Ho Van Muoi noted that following the administrative merger, Lam Dong now possesses significant potential and advantages across multiple sectors, particularly industry, high-tech agriculture and tourism.

In industry, the province holds strong potential in mineral extraction, deep processing and energy development. Lam Dong alone possesses an estimated 5.4 billion tons of raw bauxite reserves. If everything proceeds as planned, Vietnam is expected to produce its first batches of aluminum in the Nhan Co area on July 2, 2026.

In high-tech agriculture, Lam Dong now has the largest agricultural production area in the country, covering nearly 1.2 million hectares. The province has been actively working with businesses in Ho Chi Minh City to bring local agricultural products into the market through official distribution channels.

Tourism is also one of Lam Dong’s key economic pillars, benefiting from a unique combination of forest and coastal resources. The province is expected to operate two airports—Phan Thiet and Lien Khuong—while upgraded transportation corridors will further facilitate tourism growth.

Alongside its strengths, Lam Dong continues to face several challenges, including limitations in transportation infrastructure, digital infrastructure and human resources, particularly high-quality labor.

The provincial chairman stressed that under the new development context and expanded development space, revising the provincial master plan has become an urgent necessity.

“The provincial master plan is not only intended to meet state management requirements, but also to shape a long-term development vision and reorganize development space in an integrated, connected and synchronized manner. It will serve as a foundation for maximizing the potential and advantages of each region and locality, attracting investment, mobilizing resources and promoting rapid, sustainable development.”, Chairman Ho Van Muoi stressed.

According to Decision No. 2786/QD-UBND approving the revised Lam Dong Provincial Master Plan for the 2021-2030 period, with a vision to 2050, Lam Dong is envisioned as a leading province and a dynamic, sustainable growth center of the South Central Coast and Central Highlands regions.

The province will develop regional economic corridors, interconnected value chains, marine economic sectors and interregional logistics systems.

Lam Dong will develop according to a highlands–midlands–coastal structure, comprising six interregional economic corridors, seven socio-economic development regions and nineteen sub-regional development zones within a unified development framework.

By 2030, the province targets annual GRDP growth of 10.5–10.6%, with per-capita GRDP reaching VND 200–205 million per year.

Lam Dong identifies integrated development and regional connectivity as key breakthroughs for the coming period.

Priority will be given to synchronized development of strategic infrastructure, particularly transportation, logistics, seaports, energy systems and digital infrastructure. The province also aims to leverage science and technology, innovation and digital transformation to restructure economic growth.

Lam Dong will focus on three development pillars:

  • Renewable energy, manufacturing and processing industries, marine economy, seaports, airports and logistics services;
  • Ecological and high-tech agriculture linked to deep processing industries;
  • High-quality tourism.

At the conference, representatives of provincial agencies, local authorities, investors and consulting partners expressed strong support for the revised provincial master plan.

Participants said the carefully prepared and feasible plan would create a solid foundation for Lam Dong to move quickly into the implementation phase, unlock its potential and advantages, and achieve more sustainable prosperity in the years ahead.

Concluding the conference, Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee, acknowledged and commended the efforts of government agencies, individuals, consulting units and investors for their contributions to the initial achievements in revising the provincial master plan.

To ensure the effective implementation of the next phases of the plan, Lam Dong called on leaders of agencies, organizations, businesses and local residents to continue accompanying the province and creating the most favorable conditions possible for investors.

Now that the provincial master plan is in place, provincial departments, agencies and local authorities bear significant responsibility for attracting investment to their respective areas. We must regard business projects as our own projects. Lam Dong is committed to accompanying enterprises, providing support and removing obstacles throughout the investment process.

The provincial chairman further emphasized that, with the revised master plan and newly expanded development space, Lam Dong will have major opportunities to strengthen regional connectivity, particularly with the Southern Key Economic Region.

"With strong determination, solidarity and the collective commitment of the entire political system, Lam Dong will clearly identify development bottlenecks and decisively implement the revised provincial master plan, gradually elevating the province’s development position in the years ahead", the provincial chairman believed.
