Lam Dong accelerates public investment disbursement in the southeast
On June 4, Nguyen Minh, Vice Chairman of the Lam Dong Provincial People’s Committee, met with representatives of Project Management Unit No. 2 and project management boards in Tanh Linh, Duc Linh, and Ham Tan to assess the progress of public investment projects and capital disbursement in 2026.

According to the report, Project Management Unit No. 2 was allocated nearly VND 1.98 trillion in 2026 to implement 55 projects, while regional project management boards were entrusted with more than VND 1.34 trillion for 82 projects.
As of June 3, Project Management Unit No. 2 had disbursed nearly VND 368 billion, achieving 18.6% of its annual target. Meanwhile, the regional project management boards had disbursed over VND 188 billion, equivalent to 14.02% of their allocated capital.

The average disbursement rate currently stands at just 14.2%, falling short of the target. However, the units expect to disburse more than 41.28% of their allocated capital by June 30, 2026.
During the meeting, representatives of regional project management boards outlined a number of challenges affecting project implementation. Land acquisition and site clearance remain the primary obstacles, continuing to delay construction progress and public investment disbursement.
According to the report, communes in the Duc Linh, Tanh Linh and Ham Tan areas have achieved an average disbursement rate of 17.52%. The best-performing localities include Nghi Duc (46%), Dong Kho (40%), Suoi Kiet (36%) and Son My (28%).
By contrast, several localities have recorded relatively low disbursement rates, including Ham Tan (2%), Tra Tan (4%), Duc Linh (9%), Nam Thanh and Hoai Duc (10% each), Bac Ruong (17%), Tanh Linh (17.68%) and Tan Minh (19%).

At the meeting, Vice Chairman Nguyen Minh attributed slow public investment disbursement to both external challenges and shortcomings among project investors and local authorities, including limited initiative, weak accountability and delays in resolving bottlenecks.
He urged project investors to take full responsibility for disbursement progress, closely monitor implementation through detailed Gantt charts and keep projects on schedule.
He also called for construction to begin immediately on cleared sites and for strict action against projects that remain stalled despite completed site clearance.

Nguyen Minh, Vice Chairman of the Lam Dong Provincial People’s Committee, instructed project management boards to focus on removing bottlenecks hindering project implementation. He called for greater accountability from project investors, particularly in compensation, resettlement and site clearance, while urging closer supervision of construction progress to ensure project quality and timely disbursement of public investment capital in line with the 2026 plan.
He also directed relevant departments and agencies to work closely with local authorities and project investors to promptly address emerging issues, while expediting administrative procedures within their jurisdiction to ensure projects are implemented in accordance with regulations.
The provincial leader further urged authorities in the Ham Tan, Tanh Linh and Duc Linh areas to strengthen leadership accountability in managing decentralized and delegated funding sources. He called on localities to expedite the completion of required documentation and procedures in order to accelerate disbursement and meet or exceed this year's targets.
