Lam Dong Promotes Digital Transformation to Improve Public Service Quality

Digital transformation is being implemented in a coordinated manner across the entire political system of Lam Dong Province, contributing to improved governance efficiency and higher-quality services for citizens and businesses.

Synchronized digital transformation across the political system

In line with Resolution No. 57-NQ/TW of the Politburo, which focuses on significant advancements in science, technology, innovation, and national digital transformation, Lam Dong has prioritized strong leadership and direction while mobilizing the involvement of the entire political system.

Consequently, digital transformation is progressively altering the operational methods of agencies and units, laying the groundwork for socio-economic development in this new era.

According to the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation, in the first six months of 2026, the province completed 157 out of 264 tasks assigned by the central government; 106 tasks are being implemented on schedule, and only 1 overdue task is being urgently finalized. Regarding targets set by the Provincial Party Standing Committee, 30 out of 55 targets have been completed, including 14 targets exceeding the plan.

In Party agencies, the connection between digital transformation and innovative leadership approaches is apparent, enhancing both advisory and operational effectiveness. Continuous investment are being made in digital infrastructure to guarantee the reliable operation of systems related to leadership and the digitization of documents.

At present, every Party agency from the provincial level down to the commune level is linked to a dedicated data transmission network and has implemented an electronic task management system that includes digital signatures.

Digital platforms are playing a significant role in creating a modern working environment within Party agencies. An online conference system has been established, connecting 124 communes, wards, and special zones, which facilitates smooth communication from the provincial level down to the grassroots.

Additionally, the Provincial Party Office is piloting artificial intelligence applications to support advisory and management operations.

The activities of the Provincial People’s Council have experienced notable improvements due to digital transformation. The “Paperless Meeting – eCabinet” system is functioning effectively, enabling the entire process of registration, discussion, and voting to occur within a digital framework. All leaders have been equipped with specialized digital signatures, and every electronic document, with the exception of classified and legal normative documents, is digitally signed and published online.

In addition, the emphasis on training and enhancing digital competencies for officials and Party members continues through initiatives like the “Digital Literacy Movement,” the electronic Party member handbook iCPV-Book, and the iCPV ecosystem, helping foster digital mindsets and working habits in a digital environment.

Building a people-centered digital government

In the public sector, there is a strong push to establish a digital government, digital economy, and digital society. The telecommunications infrastructure has advanced in a coordinated manner with 12,161 BTS stations, including 1,205 5G stations; mobile broadband reaches 100% of the population, and 87.7% of individuals use smartphones.

Digital governance platforms are functioning effectively. The document management and administration system has been uniformly implemented across the province, with more than 30,000 user accounts; all civil servants now have access to professional digital signatures. The online conferencing system links to 248 commune-level locations, enhancing management and administrative efficiency.

Efforts are being made to fully digitize administrative processes. Presently, all administrative procedures are accessible online; the digitization of records is nearly at 93%, and the reuse of data surpasses 98%.

In the first five months of 2026, the province handled over 170,000 applications, with more than 98% being processed either on time or ahead of the deadlines. The expansion of online payment options, electronic identification, electronic health records, and other digital services continues to enhance public access to governmental services.

Bringing Digital Skills to Communities

Digital transformation is also extending into social organizations and community engagement.

The province's Digital Front platform and the Front 24/7 online portal are helping strengthen communication between authorities and residents. Since the beginning of the year, the system has handled 48 citizen feedback submissions and petitions, achieving a 100% resolution rate.

Meanwhile, the Digital Literacy Movement has expanded to 124 volunteer teams with 1,167 volunteers, helping residents acquire digital skills and access online public services.

Speaking at the province's mid-year review conference on Resolution 57-NQ/TW, Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Lam Dong Provincial Party Committee, and Head of the Provincial National Assembly Delegation, described 2026 as a year of "Breakthrough Action and Accelerated Results."

He called on agencies and local authorities to complete all remaining digital transformation targets, strengthen accountability, and ensure timely implementation of both provincial and national strategies.

The province's progress demonstrates that digital transformation is delivering tangible results beyond government operations, placing citizens and businesses at the center of service delivery.

With strong political commitment and coordinated implementation across all levels, digital transformation is emerging as a key catalyst for improving governance, accelerating socio-economic development, and building a more modern and efficient public administration system in Lam Dong.
