Unlocking growth potential at the grassroots level
During the first months of 2026, Phu Quy Special Zone has recorded encouraging progress toward its double-digit growth target. These achievements reflect sustained efforts to maximize the island's marine economic advantages while introducing more effective leadership and economic development strategies.

According to Le Hong Loi, Chairman of the People's Committee of Phu Quy Special Zone, the local Party committee and government continue to identify the marine economy as the primary engine of development, with fisheries and marine tourism serving as the area's key economic sectors.
We have taken decisive leadership measures and mobilized the entire political system to remove bottlenecks. Our priorities include administrative reform, shortening administrative processing times, and promoting production in fishing, aquaculture and seafood industries.

Through a wide range of coordinated measures, the special zone's economy has shown significant improvement during the first six months of the year. Seafood catches exceeded 19,000 tons, reaching 55% of the annual target, up significantly from the same period last year.

The special zone currently operates 1,678 fishing vessels, including 130 vessels providing seafood transport and purchasing services. A total of 519 fishing boats have been equipped with vessel monitoring systems.
Alongside its thriving fishing industry, Phu Quy, often referred to as the "Pearl Island", is increasingly becoming an attractive destination for both domestic and international visitors. During the first half of 2026, the island welcomed more than 126,000 tourists, achieving over 81.5% of its annual target and receiving nearly 30,000 more visitors than during the same period in 2025.

The local economic structure continues to shift in a positive direction. State budget revenue reached VND27.8 billion, equivalent to 61.6% of the 2026 target.
While Phu Quy Special Zone relies on its marine economy as a growth engine, Nhan Co Commune is taking advantage of its industrial base and strategically important transportation infrastructure.
During the first six months of the year, the commune achieved 14.32% of its total annual production value target of 16.72%. Public investment disbursement reached nearly VND7 billion, equivalent to 55.38% of the plan. Local budget revenue totaled VND743 billion out of the planned VND1.017 trillion, surpassing 73% of the annual target.

According to Phan Anh Tuan, Secretary of the Party Committee of Nhan Co Commune, the locality has focused on completing planning, strengthening land management and construction order, improving budget collection, and accelerating site clearance for investment projects.
Based on the approved master plan, the commune is actively mobilizing investment resources to develop service areas associated with industrial parks. Every effort is directed toward maximizing existing advantages to create a solid foundation for rapid and sustainable growth.

Experiences from both Phu Quy Special Zone and Nhan Co Commune demonstrate that achieving double-digit growth cannot be accomplished through a one-size-fits-all approach.
Each commune, ward and special zone must first accurately identify its own strengths and competitive advantages. Only then can each locality determine its development potential, choose the right breakthroughs, and implement them decisively.
Changing mindsets and development thinking
Lam Dong possesses abundant development potential and competitive advantages. However, transforming these advantages into tangible growth drivers requires stronger leadership from Party committees and more effective governance at the grassroots level.

Under current circumstances, commune-level Party committees, governments and political organizations must fundamentally shift their development mindset. Local governments can no longer limit themselves to administrative management; instead, they must proactively create a favorable investment environment.
Organizing development space, mobilizing social resources, and working closely with businesses and residents to generate new added value should become key priorities.
At the national level, growth is measured by GDP; at the provincial level, by GRDP. At the commune level, however, governance effectiveness is reflected through the ability to mobilize resources, attract investment, develop businesses and cooperatives, accelerate public investment disbursement, and increase budget revenues. These outcomes serve as indicators of leadership capacity, government effectiveness, and the overall performance of the political system.

When these efforts advance in a coordinated manner, the double-digit GRDP target will no longer simply be a numerical objective. Instead, it will become the natural outcome of renewed leadership thinking, improved governance quality, and the effective utilization of each commune's, ward's and special zone's internal strengths.
At Lam Dong's recent conference reviewing socio-economic performance during the first half of 2026 and outlining priorities for the remaining six months, held online with 124 communes, wards and special zones, provincial leaders strongly emphasized the need for a new development mindset.
Chairman of the Provincial People's Committee Ho Van Muoi instructed local authorities to closely follow the province's growth scenario, comprehensively review development potential, accelerate public investment disbursement, remove obstacles facing non-budget investment projects, increase budget revenues, and complete commune-level planning.

The province will also reform its evaluation of public officials by focusing on actual performance results. Going forward, Lam Dong will assess civil servants through a KPI-based performance evaluation system.
Lam Dong will continue arranging personnel according to the principle of assigning the right people to the right jobs. During implementation, the responsibilities of leaders must be clearly defined. Guided by the spirit of 'talk less, do more' and 'solve problems where they arise,' we are determined to accomplish all assigned tasks.

The Provincial People's Committee Chairman emphasized that achieving double-digit GRDP growth is Lam Dong's top priority. Based on clearly defined responsibilities for each organization and individual, every agency and locality must innovate its approach and proactively fulfill socio-economic development targets.
With the administrative apparatus now being strengthened, human resources enhanced, and institutional mechanisms continuously improved, commune-level governments will have greater capacity to unlock their internal strengths. These efforts will enable localities to fully capitalize on their potential and competitive advantages, laying a solid foundation for achieving Lam Dong's double-digit GRDP growth target.
During the first six months of 2026, Lam Dong's GRDP grew by 7.97%. The agriculture, forestry and fisheries sector expanded by 5.3%; industry and construction grew by 9.2%; services increased by 8.65%; while product taxes less subsidies rose by 8.67%.
