Lam Dong Strengthens Competitiveness and Private Sector Development

To foster a business climate that is transparent, open, dynamic and attractive to investors, Vice Chairman of the Lam Dong Provincial People's Committee Nguyen Ngoc Phuc has signed a plan to improve the Provincial Competitiveness Index (PCI) and promote the Business Performance Index (BPI) across Lam Dong Province for the 2026–2027 period.

Action Plan Aims to Build a More Transparent, Investor-Friendly Business Environment

The plan aims to further improve the province's PCI and BPI rankings by addressing existing shortcomings and implementing practical solutions to enhance the investment and business environment. The initiative is expected to strengthen investment attraction, support enterprise development and contribute to the province's sustainable socio-economic growth.

Lam Dong has set the goal of ranking among the country's good to high-performing provinces in the PCI and achieving at least the national average in the BPI by 2026. To realize these objectives, the province has outlined 12 overarching tasks and solutions, together with a series of targeted measures to improve individual PCI component indices.

The plan specifies detailed solutions, identifies lead and coordinating agencies, and focuses on improving key PCI sub-indices, including Market Entry, Access to Resources, Transparency, Regulatory Compliance Costs, Informal Charges, Fair Competition, Business Support Services, Legal Institutions, and Proactive Provincial Governance.

In addition, Lam Dong will strive to maintain its national leadership in Fair Competition and Proactive Provincial Governance, further strengthen three indicators that already perform well, improve two mid-tier indicators, and prioritize resolving bottlenecks in the province's two weakest areas—Transparency and Market Entry.

Regarding the Business Performance Index (BPI), the Provincial People's Committee has assigned the Department of Finance to lead efforts, in coordination with the provincial Business Association and the business community, to improve the Private Sector Development Index, with the goal of achieving an above-average national ranking.

Meanwhile, the Department of Science and Technology has been tasked with improving the Innovation Index, targeting a performance level at least equal to the national average.

The Provincial People's Committee has also assigned specific responsibilities to departments, sectors and local authorities to ensure the effective implementation of the plan. Any difficulties or obstacles arising during implementation must be promptly reported through the Lam Dong Investment, Trade and Tourism Promotion Center for review and timely adjustment.
