Lam Dong Adjusts Funding Plan for Two Key Expressway Projects
On July 22, Nguyen Hong Hai, Member of the Standing Committee of the Lam Dong Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired a meeting to review capital allocation, disbursement progress, and measures to address challenges facing the Tan Phu–Bao Loc and Bao Loc–Lien Khuong expressway projects.
The two expressway projects have a combined investment of approximately VND 35.72 trillion. Of this amount, the provincial budget contributes more than VND 9.864 trillion. The total capital allocation for 2026 exceeds VND 4.571 trillion, but as of July 21, only more than VND 794 billion had been disbursed.
For the Tan Phu–Bao Loc Expressway, the 2026 public investment plan totals more than VND 2.516 trillion. The Provincial Land Development Center was allocated over VND 1.748 trillion and had disbursed more than VND 405 billion, equivalent to 23.2%. Meanwhile, Project Management Unit No. 1 received more than VND 348 billion, but no disbursement had been made as of July 21.
The Bao Loc–Lien Khuong Expressway was allocated more than VND 2.055 trillion for 2026. The Provincial Land Development Center disbursed more than VND 388 billion out of VND 1.779 trillion, reaching 21.84%, while the VND 276 billion allocated to Project Management Unit No. 1 remained undisbursed.
According to the Department of Finance, overall disbursement for both projects has been slower than expected. Based on actual implementation capacity, the relevant agencies have proposed reducing part of the allocated capital and reallocating it to projects with stronger disbursement potential.
Under the proposal, funding for the Tan Phu–Bao Loc Expressway would be reduced by more than VND 1.524 trillion, leaving approximately VND 992 billion after adjustment.
The Bao Loc–Lien Khuong Expressway would see a reduction of more than VND 1.149 trillion, bringing its revised capital plan to about VND 906 billion.
Central government funds cut from the Tan Phu–Bao Loc project are expected to be reallocated to upgrading and rehabilitating National Highways 27 and 28, as well as the Gia Nghia–Bao Lam strategic transport route.
The reduced provincial budget allocation is expected to be redirected to projects managed by communes, wards, and special administrative zones that have completed legal procedures and are eligible for funding in 2026.
The biggest challenges currently facing both projects include delays in the appraisal and approval of technical designs and cost estimates for several sections and priority works. Procedures to revise the investment policy for the full project scale have yet to be completed, while investors and project companies for both expressways have not finalized loan agreements with lending institutions.
Concluding the meeting, Vice Chairman Nguyen Hong Hai instructed provincial departments, local authorities, and project investors to clearly define responsibilities and timelines for resolving each outstanding issue. He emphasized the need to accelerate legal procedures, complete technical design documentation, and secure financing so that construction can proceed in earnest.
He also directed the Provincial Land Development Center to work closely with local authorities to expedite land ownership verification, approve compensation plans, encourage affected residents to accept compensation payments, and hand over cleared land for construction.
Meanwhile, the Department of Construction was tasked with accelerating the appraisal of technical documents, while project investors were instructed to prepare detailed construction and disbursement plans and mobilize sufficient personnel and equipment as soon as the construction sites are handed over.
