Lam Dong Accelerates Resolution of Stalled Private Investment Projects

Lam Dong Province is accelerating efforts to resolve long-delayed private investment projects under Decision No. 3509/QD-UBND, issued by the Chairman of the Provincial People's Committee on July 14, 2026. The initiative aims to unlock land and investment resources, remove development bottlenecks and create new momentum for economic growth.

116 Projects Cleared for Implementation
According to Vo Duc Tuan, Deputy Director of the Department of Finance, provincial departments and agencies have actively reviewed, classified and proposed solutions for stalled private investment projects in line with the Provincial People's Committee's directives.
The Department of Finance has advised the provincial authority to assign specific responsibilities to each member of the dedicated task force, ensuring clear accountability, defined responsibilities and implementation timelines.
As of July 28, 2026, the province had resolved 116 of the 365 identified projects, an increase of five projects compared with July 23. These projects cover approximately 8,778.6 hectares with a combined investment value of VND25.79 trillion.
Among them, 31 projects have been completed and put into operation with total investment exceeding VND10.08 trillion. Another 24 projects have been terminated, revoked or removed from the monitoring list, representing more than VND4.35 trillion in investment. Meanwhile, 61 projects have resumed implementation or are completing legal procedures, accounting for approximately VND11.35 trillion.
The progress is regarded as an encouraging outcome, reflecting the effectiveness of the province's dedicated task force and close coordination among provincial agencies and local authorities. A number of projects that had remained dormant for years are now moving forward, helping unlock valuable development resources.
The Thien Ma Madagui Horse and Greyhound Racing Complex – Polo and Performance Horse Club in Da Huoai Commune, Lam Dong Province, is accelerating efforts to resolve detailed planning issues and construction delays.
According to Phan Nguyen Hoang Tan, Director of the Department of Agriculture and Environment, projects affected by mineral planning regulations remain the most significant obstacle. The province currently has 25 projects under central government authority, including 21 projects overlapping with mineral planning under Decision No. 866/QD-TTg, with total registered investment exceeding VND23.24 trillion.

The Provincial People's Committee has repeatedly requested the Ministry of Agriculture and Environment to appraise and submit adjustments to the national mineral planning scheme to the Prime Minister, providing the legal basis needed to resolve these projects. The ministry is currently finalizing the proposed revisions in accordance with Government directives.

Provincial finance officials said that once the planning adjustments are approved, many renewable energy projects will be able to resume implementation, contributing to electricity supply and attracting new investment to the province's southwestern region.
The province also has 26 projects overlapping with national mineral reserve planning, representing total investment of more than VND32.03 trillion. The Department of Agriculture and Environment has instructed investors to assess the impacts on mineral reserves and has received applications from 13 renewable energy projects for further review and submission to the Provincial People's Committee.
The Da Lat Resort Project (Cu Hill) is facing legal issues that fall under the jurisdiction of central ministries and agencies.
In addition, 22 projects, with combined investment exceeding VND8.25 trillion, fall directly under Resolution No. 29/2026/QH16 and Decree No. 147/2026/ND-CP. Of these, 19 projects are currently under review for reporting to competent authorities, including the King Palace project developed by Hoan Cau Da Lat Joint Stock Company.
Meanwhile, 153 projects involving issues related to investment procedures, land, construction and other legal regulations remain under review, representing total investment of approximately VND170.82 trillion. Many are undergoing investment policy adjustments, land-use extensions or legal procedures in accordance with provincial directives.
Determined to End Long-Delayed Projects
At a recent meeting with provincial departments and agencies to review progress in resolving difficulties facing private investment projects, Le Trong Yen, Standing Vice Chairman of the Lam Dong Provincial People's Committee, stressed that removing obstacles for private investment projects is vital to achieving the province's economic growth targets.
The Cau Dat Wind Power Plant has completed construction but has yet to begin commercial operation due to unresolved legal procedures.
According to Le Trong Yen, each project put back on track represents far more than the resolution of an administrative case. It means unlocking land resources, investment capital, employment opportunities and new development potential for the province. The provincial government's position is to resolve outstanding issues thoroughly, in compliance with the law, while preventing prolonged delays that waste valuable social resources.
The Standing Vice Chairman instructed members of the task force to closely monitor every project, identify specific bottlenecks, clarify responsibilities and propose practical solutions. For projects under central government authority, provincial departments must actively coordinate with relevant ministries and promptly advise the Provincial People's Committee when additional recommendations are needed. Projects under provincial jurisdiction should prioritize completing legal procedures, accelerating appraisals, adjusting investment policies and finalizing related administrative processes.

The province's consistent policy is to provide maximum support for capable and law-abiding investors who demonstrate genuine commitment, while taking firm action against projects that are delayed, violate legal regulations or intentionally prolong implementation, resulting in wasteful land use.

As Lam Dong strives to achieve high economic growth in 2026 and beyond, removing obstacles facing private investment projects has become increasingly important. Projects in tourism, urban development, industry, renewable energy and high-tech agriculture, once reactivated, are expected to generate additional budget revenue, expand development space and strengthen the province's competitiveness.
