Accelerate Public Investment Disbursement in Eastern Lam Dong

After reviewing the situation, Vice Chairpersons of the Lam Dong Provincial People's Committee Vo Ngoc Hiep and Nguyen Minh have instructed agencies and localities to accelerate the disbursement of public investment funds in eastern Lam Dong.

On August 13, Vice Chairpersons of the Lam Dong Provincial People's Committee Vo Ngoc Hiep and Nguyen Minh co-chaired a meeting with 31 communes and wards in eastern Lam Dong to review the progress of public investment disbursement in 2026.

According to a report from the provincial Department of Finance, public investment disbursement showed significant improvement by the end of June and during July 2026. The 2026 capital plan totals more than VND 791 billion, while more than VND 1.5 billion in capital from the 2025 plan has been carried over.

As of August 10, cumulative disbursement since the beginning of the year had exceeded VND 375 billion, equivalent to 47.39% of the total capital plan. Disbursement is projected to surpass VND 479 billion, or 60.4% of the plan, by August 30, and reach VND 588 billion, or 74.1%, by September 30, 2026.

As of August 13, nine of the 31 communes and wards had disbursed more than 50% of their allocated capital plans. Notable performers included Phan Thiet Ward at 73.7%, Tuy Phong Commune at 71.75%, and Phan Son Commune at 68.17%. Meanwhile, 15 of the 31 localities had disbursed more than 40% of their allocated plans, while seven remained below 40%. A total of 55 projects had yet to disburse any public investment funds, involving more than VND 118 billion.

At the meeting, leaders of communes and wards in eastern Lam Dong provided detailed reports on the disbursement progress of individual public investment projects and proposed solutions for implementation during the remaining months of 2026.

According to local authorities, many projects have yet to record any disbursement, while some large-scale projects have achieved very low disbursement rates. The main reason is that these projects are still completing procedures for preparing, appraising and approving documents, selecting contractors or signing contracts, meaning that no completed work has yet been generated for payment.

Several projects are already under construction, but the completed workload has not yet met the requirements for acceptance. Payment documents also need to be supplemented and finalized. Land clearance, shortages of construction materials and insufficient coordination among investors, consultants and contractors have also affected progress on several projects.

Representatives of provincial departments and agencies said that public investment disbursement in some communes and wards in eastern Lam Dong remained slow because localities had not strictly followed monthly and quarterly disbursement plans or fulfilled their disbursement commitments to the provincial People's Committee. Coordination among relevant agencies in handling administrative procedures was also not sufficiently close, causing difficulties and obstacles to persist through multiple reporting periods without being fully resolved.

To address these bottlenecks, agencies and localities proposed a range of solutions concerning land clearance, investment procedures, planning, land-related issues, construction materials and coordination mechanisms, with the aim of accelerating project implementation and fund disbursement.

After hearing reports and opinions from participants, Vice Chairman of the Lam Dong Provincial People's Committee Vo Ngoc Hiep emphasized that the effective implementation of the 2026 public investment capital plan allocated to communes and wards provides an opportunity for localities to improve both urban and rural infrastructure, contributing to local socio-economic development.

The Vice Chairman requested leaders of the communes and wards directly responsible for projects to urgently review all projects and works under their management. They were also asked to strengthen their responsibility for organizing and implementing projects whose progress and public investment disbursement remain behind schedule.

He stressed the need to identify and promptly resolve obstacles related to land clearance in order to accelerate public investment disbursement, increase budget revenue and contribute to socio-economic development.

For projects and works included in the 2026-2030 medium-term public investment plan, as well as projects proposed for groundbreaking in 2026 and submitted by the provincial People's Committee to the Provincial People's Council, Vo Ngoc Hiep requested relevant units to urgently complete all necessary procedures by October 15, 2026, so that they would be eligible for consideration and capital allocation in 2027.

For capital allocated in 2026, communes and wards must disburse 100% of their assigned capital plans. Priority must be given to commencing construction of projects allocated in the first round, while procedures must be completed for projects allocated in the second round so that construction can begin.
No later than August 31, 2026, contractor selection procedures must be completed, contracts signed and advance payments made to contractors to facilitate public investment disbursement.

Vice Chairman Nguyen Minh requested leaders of communes, wards and relevant provincial departments and agencies to continue stepping up the implementation of each project according to schedule and effectively carry out the 2026 public investment disbursement plan in line with the directions and requirements of the Chairman of the Provincial People's Committee.

He said every effort must be made to achieve a disbursement rate of 60% by September 30, 95% by December 31, 2026, and 100% of the capital plan by January 31, 2027.

During the implementation process, the 31 communes and wards in the eastern part of the province acting as project investors must hold daily and weekly progress meetings, clearly assign tasks and responsibilities to each individual, agency and unit, and set specific deadlines for every task.
If obstacles arise, they must have catch-up plans in place and closely monitor every project and every disbursement document according to the established schedule.

Vice Chairman of the Lam Dong Provincial People's Committee Nguyen Minh also noted the need to promptly inspect and certify completed workloads, while regularly monitoring and urging contractors and authorized units to ensure that implementation remains on schedule.

He further emphasized that whenever difficulties arise, matters falling within the authority of provincial departments, agencies or localities should be discussed directly with the working group for prompt resolution.

For provincial departments and agencies that are members of Working Group No. 4, provincial leaders requested them to continue demonstrating a strong sense of responsibility and proactively coordinate in reviewing difficulties and obstacles. Based on proposals from relevant agencies and localities, they must actively consider and resolve issues within their authority in accordance with the law. Matters beyond their authority must be promptly reported and submitted to the provincial People's Committee for consideration and resolution.
