Lam Dong to use public investment disbursement as a criterion for evaluating officials

Lam Dong Province will use the disbursement rate of public investment capital as one of the criteria for assessing officials' performance and fulfillment of assigned duties, Chairman of the Lam Dong People's Committee Ho Van Muoi said at a meeting with agencies and localities in the province's western region.

On August 15, Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee, chaired a meeting to review the implementation and disbursement of public investment capital in the province's western region.

The meeting was attended by leaders of provincial departments and agencies, local authorities, representatives of project owners and contractors involved in several key projects.

The Construction Investment Project Management Board No. 3 (PMB3) and eight regional project management boards have been assigned to implement a total of 255 projects. The total allocated capital exceeds VND 4.326 trillion, including more than VND 3.303 trillion for 2026 and over VND 932 billion carried forward from 2025.

As of August 12, total disbursement had reached more than VND 1.353 trillion, equivalent to 31.95% of the plan. PMB3 had disbursed more than VND 1.048 trillion, reaching 34.5%, while the eight regional project management boards had disbursed nearly VND 305 billion, or 25.49%.

Efforts to accelerate public investment disbursement in western Lam Dong are being stepped up, but numerous obstacles remain, particularly for projects involving large capital allocations and difficulties related to site clearance.

In practice, site clearance has encountered various issues involving land records, assets attached to land and land-use origins. Some localities have yet to complete the verification required to prepare compensation, support and resettlement plans. In some cases, land-use certificates have not been issued, while some households have not agreed with compensation levels or are waiting for updated support policies before handing over their land.

At the meeting, project owners and local authorities discussed the bottlenecks affecting public investment disbursement and proposed measures to ensure the fulfillment of the 2026 targets.

Local authorities called on provincial departments and agencies to strengthen coordination and information sharing throughout the implementation of investment projects.

PMB3 proposed closer coordination with communes, wards and the Lam Dong Provincial Land Fund Development Center to accelerate land inventories, verification of legal documents, appraisal and approval of site-clearance plans.

The goal is to complete approval of compensation, support and resettlement plans for transitional projects during August 2026, enabling compensation payments to be made and sites to be handed over to contractors as soon as possible.

To ensure disbursement progress, project owners and local authorities have also asked contractors to closely monitor weekly, monthly and quarterly disbursement targets; increase manpower, machinery and equipment; accelerate construction; and complete acceptance and payment documentation promptly for completed work.

For contractors falling behind schedule, project owners have proposed applying contractual measures, including reallocating work volumes to contractors with sufficient capacity.

Removing bottlenecks to unlock public investment

Concluding the meeting, Chairman Ho Van Muoi stressed that public investment disbursement in western Lam Dong remains below the provincial average, with only five communes and wards recording disbursement rates at or above the average.

He said this requires local authorities to demonstrate greater determination and resolve, following the principle of "six clear" responsibilities in task implementation.

According to the provincial chairman, promptly resolving site-clearance difficulties is a key task to unlock capital, ensure construction progress and improve the efficiency of public investment in the remaining months of 2026.

Local authorities and project owners must meet and hold dialogues with households. Communication and mobilization efforts must clearly explain the role and significance of each project to build public consensus and support. If residents refuse to hand over the site, the project must be resolutely halted and the capital transferred to places where it is needed.

Regarding published construction-material prices that are significantly lower than actual market transaction prices, creating a bottleneck for public investment projects, Chairman Ho Van Muoi called on suppliers to coordinate with and support contractors during project implementation.

Relevant departments and agencies were also asked to continue improving the methodology for publishing construction-material prices so that they more closely reflect actual market prices. At the same time, authorities must strengthen inspections of listed prices and invoices and strictly handle stockpiling, price manipulation and tax fraud.

The head of the Lam Dong Provincial People's Committee also instructed project owners to carefully select contractors with adequate capacity. Contractors that fail to meet committed quality or schedules must have their contracts terminated.

Emphasizing the responsibilities of local authorities and project owners in site clearance and capital disbursement, Ho Van Muoi called for closer coordination, with no room for shifting responsibility. He described the work as a "shared task" requiring all parties to cooperate and act together.

By September 30, if projects fail to meet their committed schedules, accountability measures will be taken against project owners, as well as the party secretaries and chairpersons of communes and wards where the projects are located. The province will also consider transferring officials responsible for the delays to other positions.


We must resolutely eliminate the mindset of returning capital simply because a project cannot be implemented. Lam Dong will use the public investment disbursement rate as one of the criteria for evaluating officials. Anyone who believes they cannot meet or fulfill their targets should proactively step aside so that the province can assign someone else.
