Lam Dong Geospatial Database Project Speeds Up
Lam Dong is accelerating its shared geospatial database project to improve public management, data sharing and digital transformation across the province.
Lam Dong geospatial database project enters key phase
On the morning of September 9, Nguyen Ngoc Phuc, Member of the Lam Dong Provincial Party Committee and Vice Chairman of the Lam Dong Provincial People's Committee, held a working session with relevant departments, agencies and units on the implementation of the “Construction of a Shared Geospatial Database System for Lam Dong Province” project.
The project is managed by the Lam Dong Department of Science and Technology and is being implemented from 2025 to 2027, with a total investment of more than VND546.5 billion.
Of this amount, more than VND437.9 billion comes from the central budget, while the provincial budget contributes more than VND108.6 billion.
The project aims to establish a shared geospatial database system capable of connecting, integrating and sharing data with information systems, databases and GIS applications operated by departments and agencies across the province.
The system is expected to support state management, planning oversight, direction and administration, while providing information to residents and businesses and contributing to Lam Dong's digital transformation.
According to the Department of Science and Technology, since August 3, 2026, the department has worked with the EP general contractor and the project management consultancy to directly coordinate with beneficiary units.
The work has focused on determining the scope of project components, collecting data and identifying operational requirements.
Participating agencies include the departments of Construction; Agriculture and Environment; Health; Culture, Sports and Tourism; Science and Technology; Industry and Trade; Finance; Home Affairs; Education and Training, as well as the Management Board of Industrial Parks.
On August 30, the Department of Science and Technology sent the project documents to the consultant for appraisal of the detailed design and cost estimate.
The documents were also circulated to members of the project's working group and experts for comments before formal appraisal and approval. To date, the department has received feedback from two experts and two working group members.
The project has so far disbursed more than VND115 billion, equivalent to 27.3% of the total allocated capital.
This includes more than VND2.8 billion in payments for the investment preparation phase, more than VND110.5 billion in a 30% advance payment for the EP package, and more than VND1.7 billion in a 30% advance payment for the project management consultancy package.

Accelerating implementation and early operation
In the coming period, the Department of Science and Technology will continue working with contractors to accelerate project packages, with priority given to completing the approval of the detailed design and cost estimate.
Priority will also be given to components that can be completed early, particularly those directly serving residents, organizations and state management activities.
Under the current plan, cumulative disbursement is expected to exceed VND154.1 billion by the end of September 2026, more than VND236 billion by the end of October, and VND236.2 billion by the end of November.
By the end of December 2026, cumulative disbursement is projected to reach more than VND502.4 billion, equivalent to approximately 92% of the planned capital.
A key requirement is to develop a trial-operation plan for subsystems that can be completed ahead of schedule. Completed components are to be tested and put into operation immediately rather than waiting for the entire project to be finished.
The guiding principle is to complete each component and promptly proceed with acceptance, commissioning, auditing and final account settlement.
Departments and agencies are responsible for collecting, classifying, assessing and providing data within their respective management areas.
Priority will initially be given to essential datasets, including provincial and sectoral planning, forestry, minerals, land use, construction, health and education data.
At the same time, specialized information systems already in operation or under development must be capable of sharing and integrating data through APIs with the shared geospatial database system.
The goal is to gradually establish a province-wide shared data repository.
Members of the Steering Committee, the working group and heads of relevant agencies and units were asked to demonstrate a strong sense of responsibility, maintain close coordination and take decisive action to ensure the project's progress and quality.
Data provision must be synchronized, timely and accurate, creating a foundation for the system to become operational as soon as possible and effectively serve public administration, businesses and residents.

Concluding the working session, Vice Chairman of the Lam Dong Provincial People's Committee Nguyen Ngoc Phuc asked the Department of Science and Technology to closely monitor and urge implementation, regularly consolidate progress and promptly report difficulties and obstacles so that the provincial People's Committee can provide timely direction and solutions.

Relevant departments and agencies must proactively coordinate with the project owner and contractors, urgently provide data and agree on operational requirements. Coordination and data sharing must not become bottlenecks that affect the overall project schedule.
