According to the Management Board of Tuyen Lam Lake National Tourist Area, following the provincial People’s Committee’s approval of the planning task on June 6, 2026, the board has worked with the consulting unit and relevant agencies to prepare, review and finalize the master plan.

The planning dossier was submitted for appraisal on October 23, 2026. On October 24, the Department of Construction issued a document seeking comments from members of the appraisal council and the relevant ward- and commune-level People’s Committees.

Le Nguyen Hoang, Director of the Management Board of Tuyen Lam Lake National Tourist Area, reports on the progress of the planning work.

A review of the area’s development projects identified several outstanding issues, including investment progress, discrepancies in land boundaries and areas, overlaps between project boundaries and the shared road network, and difficulties related to forestry planning, land management and environmental procedures.

Of the 33 projects reviewed, 12 had been allocated less land than the area specified in their investment certificates, while three had been allocated more. Approximately 19 projects had land boundaries overlapping with the road network, and six had overlapping land boundaries with one another.

Restructuring Development Space While Preserving Natural Assets

Based on the review, the master plan proposes reorganizing the area’s development space and clearly defining the functions of each subzone. The aim is to balance tourism development with the conservation of landscapes, ecosystems and forest resources.

Additional tourism products and services are being considered to diversify the area’s offerings, strengthen connectivity and reduce fragmentation across individual projects.

Key proposals include establishing a public-service area at the entrance to the tourist area, developing the nighttime economy, creating high-end resorts combined with health and wellness services, developing forest-based sports and recreation facilities, and establishing a lakeside experience route connecting attractions, boat piers, plazas, parks and resorts.

Improving Connectivity and Prioritizing Infrastructure Investment

In terms of infrastructure, the master plan proposes seven connecting roads with a combined length of approximately 5.75 kilometers, three additional landscape bridges and lakeside walking paths. Functional areas would be connected through a green transport network.

The design and construction of these facilities would prioritize landscape conservation and minimize impacts on the lake’s water surface and the natural environment.

The plan also proposes a list of priority infrastructure projects to facilitate tourism investment.

For the 2026–2030 period, the estimated investment is approximately VND 836 billion from the state budget. Priority projects include bridges and roads connecting the lake’s two branches, a centralized wastewater treatment facility, transport routes, lakeside walking paths, upgrades to existing drainage and road systems, landslide prevention embankments, and detailed planning for functional subzones.

For the period from after 2030 through 2050, the estimated investment is approximately VND 350 billion, to be sourced from the state budget, mobilized social investment and other lawful funding sources.

Updating Forestry Planning and Reviewing Existing Residential Areas

Under the proposed adjustments to forestry planning, the area designated for non-forest land would total 949.09 hectares, an increase of 126.32 hectares from the previously approved figure of 822.77 hectares.

This remains a planning proposal and can only be implemented after the national forestry plan is approved, the competent authorities grant the necessary approvals, and investors fulfill all obligations required by law.

Regarding existing residential areas on Robin Hill and in Caride, the management board has coordinated with the People's Committee of Xuan Huong – Da Lat Ward to review current conditions, land records and community feedback. It is also studying proposals to upgrade and improve areas that meet the applicable regulatory requirements.
