Continuing the Tradition, Expanding Cooperation

Delivering the welcome remarks, Secretary of the Lam Dong Provincial Party Committee Y Thanh Ha Nie Kdam expressed his delight at welcoming the Tuyen Quang delegation to Lam Dong to strengthen cooperation between the two localities.

Reviewing the history of their twinning relationship, the Secretary of the Provincial Party Committee emphasized that the ties between the two provinces date back to the North-South twinning movement when Vietnam was still divided. On April 3, 1960, Tuyen Quang Province and the former Binh Thuan Province held a twinning ceremony; in September 1960, the former Ha Giang Province and Lam Dong Province also held a twinning ceremony. Over more than six decades, these relationships have become a historical foundation and a cherished bond, forming the basis of the ties between today's Lam Dong and Tuyen Quang provinces.

The Secretary of the Lam Dong Provincial Party Committee praised Tuyen Quang's achievements in stabilizing its administrative structure, developing the economy, investing in infrastructure, improving people's living standards and maintaining national defense and security. He also expressed sincere gratitude for the timely assistance and support provided by the Party Committee, authorities and people of Tuyen Quang Province to Lam Dong, especially in addressing the aftermath of natural disasters, demonstrating the close bond and sense of responsibility shared by the two localities.

According to Secretary of the Lam Dong Provincial Party Committee Y Thanh Ha Nie Kdam, following the merger, both provinces have expanded development space and greater potential for cooperation. Tuyen Quang's advantages in border trade and connectivity with northern markets and China can complement Lam Dong's strengths in agriculture, the processing industry, the marine economy and tourism.

At the conference, the two provinces exchanged views on their socio-economic development and the results of cooperation over the past period. Following the merger, Lam Dong Province, formed from the three former provinces of Lam Dong, Binh Thuan and Dak Nong, covers an area of more than 24,230 square kilometers, with a population of nearly 3.9 million people and 124 commune-level administrative units. Its development space connects the highlands with the coastal region, featuring a land border with Cambodia and a coastline facing the East Sea, creating favorable conditions for diversified economic development, trade expansion and regional connectivity.

Tuyen Quang Province, formed from the two former provinces of Tuyen Quang and Ha Giang, covers an area of nearly 13,800 square kilometers, with a population of nearly 1.9 million people and 124 commune-level administrative units. With a land border with China and a system of border gates, the province enjoys advantages in developing the border economy and logistics and facilitating access to import and export markets.

The two localities share many similarities as they both possess mountainous terrain, forest resources, diverse cultural identities and UNESCO-recognized heritage sites. The Dong Van Karst Plateau UNESCO Global Geopark in Tuyen Quang, alongside the Dak Nong UNESCO Global Geopark and the Central Highlands Gong Cultural Space in Lam Dong, provides a foundation for cooperation in heritage preservation and the development of distinctive tourism products.

The distinct strengths of the two provinces also create opportunities for complementary development. In particular, the system of border gates and warehousing facilities in Tuyen Quang, especially the Thanh Thuy International Border Gate, opens up opportunities for the distribution and export of Lam Dong's key agricultural products, such as dragon fruit and durian, to the Chinese market.

In the first nine months of 2026, Lam Dong's GRDP grew by 8.51%, while Tuyen Quang's growth rate was estimated at 8.04%. Both localities have focused on developing infrastructure, implementing key projects, attracting investment and making use of resources in their expanded development areas.

Past cooperation has yielded concrete results. In 2025, a trade promotion conference in Tuyen Quang saw the participation of 17 businesses and cooperatives from Lam Dong and 30 from Tuyen Quang, resulting in the signing of five memoranda of understanding on product distribution and sales. The two provinces have also maintained cultural exchanges, tourism promotion, exchanges of experience in state management, coordination in ensuring security and order, and mutual support in addressing the aftermath of natural disasters.

Turning Cooperation into Concrete Action

Speaking at the conference, Ho Van Muoi, Chairman of the Lam Dong Provincial People's Committee, emphasized that following the merger, Lam Dong Province has significant potential in terms of climate, mineral resources, hydropower, high-tech agriculture and tourism. However, the province still has about 70 communes classified as disadvantaged or extremely disadvantaged; the terrain is rugged, and transport infrastructure remains inadequate. The similarities between Lam Dong and Tuyen Quang highlight the need for greater sharing of experience and mutual support during the development process.

Lam Dong boasts a wide range of agricultural products, including vegetables, root crops, fruit and durian from the former Dak Nong Province, as well as dragon fruit from the former Binh Thuan Province, while Tuyen Quang has advantages in border gate infrastructure and export activities. On that basis, Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi suggested exploring trade links and encouraging Tuyen Quang businesses to establish agricultural product purchasing, distribution and export hubs at border gates, while sharing experiences in border gate management and operation.

In the tourism sector, alongside promoting and connecting destinations, Lam Dong hopes to learn from Tuyen Quang's experience in developing community-based tourism. Lam Dong Province has considerable potential for community-based tourism, but this sector has yet to develop in line with that potential. Exchanging experiences and selecting suitable models will help strengthen connectivity and diversify local tourism products.
