Ensuring Security and Smooth Traffic Flow

The Vietnam Jazz Heritage Festival 2026 will take place from November 6 to 8 in Xuan Huong - Da Lat Ward, featuring Vietnamese and international artists. Alongside preparations for the performances, functional forces, relevant authorities and the organising committee are working together on security arrangements, traffic management, stage safety and other conditions needed to serve audiences.

Festival activities will be held at Lam Vien Square, the grounds of the Haus Da Lat project and the area in front of the April 3 Cinema in the Hoa Binh area. As these venues are located in central Da Lat, maintaining public order requires close coordination with traffic management, parking arrangements and the control of vehicles serving the event. These measures need to be incorporated into the overall plan from the outset.

Lam Dong Provincial Police are focusing on security arrangements at the festival venues and coordinating with the organisers to protect delegates, performers, residents and visitors.

Preventive measures, the detection and handling of security and public-order violations, and preparations for firefighting and rescue operations are also being prioritised. Fire engines will be stationed near the event venues in accordance with the approved plan, ready to respond to any incidents.

To maintain traffic flow, police forces will coordinate checkpoints, regulate and redirect traffic, and manage vehicles entering and leaving areas associated with the festival. These arrangements are being implemented from the stage construction and installation phase.

The organising committee is providing authorities with vehicle lists, licence plate numbers, driver information and expected entry and exit times for vehicles travelling into central Da Lat. This information will serve as a basis for traffic control and management.

Alongside traffic regulation, the People's Committee of Xuan Huong - Da Lat Ward is working with provincial police, the Department of Construction and relevant agencies to arrange parking around Lam Vien Square and the Haus Da Lat area. The local authority is also coordinating with organisations and individuals operating paid parking facilities to facilitate parking for delegates and members of the organising committee.

Safety arrangements also cover the reception of visiting delegations. Provincial police are coordinating with Lien Khuong International Airport and the Department of Foreign Affairs to prepare procedures for the entry and exit of international delegates and artists. Relevant agencies are also making arrangements for welcoming, transporting and seeing off visiting delegations to ensure their journeys are smooth and safe.

At the event venues, the Provincial Military Command is carrying out security and safety measures, including bomb and explosive ordnance clearance in accordance with regulations. The use of unmanned aerial vehicles for filming and promotional activities is also subject to guidance on the required procedures. Drone operations may only proceed when all conditions are met and approval has been granted by the competent authorities.

Prioritising Stage Safety

Alongside security arrangements, technical conditions for the performances are being reviewed. For outdoor installations, safety requirements apply throughout the process, from design documentation and structural integrity to bracing, anchoring and load testing. Preparations must also take into account adverse weather conditions, including strong winds and heavy rain.

The Department of Construction is coordinating with the organising committee and relevant agencies to inspect the stage, grandstands, LED screens and temporary structures in accordance with technical requirements. The People's Committee of Xuan Huong - Da Lat Ward is also participating in inspections and on-site supervision. Technical plans, electrical systems, temporary structures and weather-response measures must be reviewed and approved or endorsed by the competent authorities before implementation.

In addition to technical safety, the health sector is preparing disease prevention and control measures, ensuring food safety and hygiene, and arranging medical personnel and emergency vehicles to remain on standby throughout the festival. These resources will be coordinated to ensure timely responses to any incidents.

At a press briefing on the festival on the morning of October 30, Lam Dong Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Dinh Van Tuan called on relevant agencies to work closely with the organising committee, complete preparations and ensure that the programme proceeds on schedule and in compliance with regulations.
