Promoting the Participation Rights of Persons with Disabilities
Lam Dong Province has implemented a range of activities to mark Vietnam Day of Persons with Disabilities (April 18) under the theme “Promoting the participation rights of persons with disabilities – Creating breakthroughs for development.”

Supporting Inclusion of Persons with Disabilities
According to the Department of Health, the province is home to 48,680 persons with disabilities (PWDs), with growing demand for comprehensive and sustainable support. In this context, the implementation of Directive No. 39-CT/TW dated November 1, 2019, issued by the Secretariat on strengthening the Party’s leadership in disability affairs, holds significant importance.
Tran Manh Thu, Chairman of the provincial Association of Persons with Disabilities, stated that the association consistently strives to ensure that no member is left behind. Activities range from mobilizing scholarships for children, building houses for members, issuing health insurance cards, to providing prosthetics and mobility aids.
The association also integrates vocational training programs to help members secure stable livelihoods. Each year, it mobilizes over 2,000 wheelchairs and hand-powered tricycles, along with more than 5,000 gift packages. Notably, a fundraising art program raised nearly VND 2 billion to support 88 members with medical treatment. Meanwhile, the association’s art troupe has won multiple top prizes at the national singing contest for persons with disabilities, while the association has organized seven provincial sports events attracting 1,020 athletes.
Social protection policies have been implemented in a timely and appropriate manner. Cultural, sports, recreational and travel activities, along with mobility support, have contributed to improving both the spiritual well-being and social integration of PWDs.
Currently, 46,654 PWDs in the province receive social assistance, including 675 individuals cared for in social protection facilities and 45,979 receiving monthly allowances in the community.

Raising Community Awareness
Tran Duc Trung, Deputy Director of the Department of Health, emphasized that promoting inclusion requires stronger communication efforts to raise awareness of the rights and roles of PWDs, alongside dissemination of policies related to vocational training, employment, social protection, healthcare, education, culture and sports.
Local authorities and agencies have organized competitions, exhibitions, forums and thematic workshops on policies supporting and protecting PWDs, as well as solutions to facilitate their participation in education, work and daily life. Cultural and sports activities involving PWDs are also promoted, creating opportunities for them to showcase their talents and creativity while receiving recognition and encouragement.
At the same time, information-sharing and support activities for families and PWDs are being strengthened.
People’s Committees at the commune, ward and special administrative unit levels are enhancing the assessment and certification of disability status, while strengthening supervision of social assistance policies. Healthcare facilities are providing medical check-ups, counseling and rehabilitation services; expanding early screening, particularly for children; and promoting early intervention and community-based rehabilitation.
Supporting PWDs remains a key task in ensuring sustainable social security. This year’s theme reflects a direction toward not only providing support but also creating opportunities for PWDs to realize their potential and contribute actively to society.

The provincial authorities have called for stronger coordination among sectors, timely removal of obstacles, and continued innovation in support models to enhance livelihoods and employment opportunities, thereby fostering greater social inclusion.
