Promoting the Role of Grassroots Media in Election Communication

As digital transformation and administrative reform gather pace nationwide, grassroots media networks in Lam Dong Province are proving to be effective bridges between authorities and local communities. At the same time, integrated service centers at the commune and ward levels are playing an increasingly vital role in communicating Party guidelines and State policies and laws to residents."

As the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term draws closer, many localities are adopting innovative communication strategies to widen access to official information and boost voter awareness and participation at the grassroots level.

Bringing Election Information Closer to the People

“On election day, March 15, voters should arrange their time to cast their ballots and fully exercise their rights and responsibilities as citizens.”

This message has been broadcast regularly in recent days through mobile loudspeakers operated by the Integrated Service Center of Ham Thuan Nam Commune at Ham Minh Market.

Thanks to these regular announcements, traders and residents at the busy marketplace have become familiar with the election date and candidate information.

According to Hoang Van, Deputy Director of the commune’s Integrated Service Center, the recent administrative reorganization has expanded both the population and the geographic area under local management. As a result, the demand for accurate and timely information has increased significantly.

To address this challenge, the center has expanded its communication efforts across multiple channels. Three staff members responsible for communications have produced dozens of election-related posts for the commune’s official fanpage. Since early March, mobile broadcasting teams have also stepped up information outreach in residential areas, markets, and other busy public spaces.

These efforts aim to help voters better understand the significance of the election while encouraging them to participate actively and responsibly.

Combining Traditional and Digital Communication

In Ham Thang Ward, election communication is being implemented through a combination of traditional loudspeaker systems, visual propaganda, and social media platforms.

The ward continues to operate its grassroots loudspeaker network in 15 out of 19 residential quarters, broadcasting daily bulletins at fixed times. These programs deliver updates on public policies, socio-economic developments, announcements from local authorities, and other information relevant to residents’ daily life and production activities.

According to Tran Ngoc Hien, Chairman of the Ward People’s Committee, communication content is carefully designed to ensure clarity and accessibility.

“Broadcast messages must be concise, easy to understand, and closely linked to the daily concerns of local residents,” he said.

As election day draws nearer, communication efforts have entered a peak period. Authorities are focusing on content that encourages voters to fully exercise their right to vote while ensuring the representation structure complies with electoral regulations.

Social Media Expands Outreach

Alongside traditional communication channels, many localities across the province are increasingly leveraging digital platforms such as Facebook and Zalo to disseminate election-related information.

These platforms are used to share updates on the Law on the Election of Deputies to the National Assembly and People’s Councils, introduce candidate lists, and provide schedules for voter meetings with candidates.

The use of social media has significantly expanded communication reach, especially among younger voters and working residents who may not regularly access traditional broadcast channels.

Nguyen Hong, a resident of Quarter 12 in Phu Thuy Ward, said community-based online groups have helped residents gain a clearer understanding of candidates’ action programs.

“Through information shared in our community groups, we can clearly see each candidate’s plans and commitments. This helps us choose representatives who truly reflect the people’s aspirations. Even though I’m now elderly, every election remains very meaningful to me, and I always look forward to casting my vote.”

Strengthening Public Confidence Ahead of Election Day

As the election of deputies to the 16th National Assembly and People’s Councils for the 2026–2031 term approaches, grassroots communication initiatives are helping bring official information closer to citizens.

At the same time, these efforts are fostering a vibrant democratic atmosphere, strengthening public confidence, and encouraging civic participation so that election day truly becomes a nationwide celebration of democracy.

Currently, Lam Dong Province operates a centralized provincial information network that connects provincial communication systems with local loudspeaker clusters at the commune level.

The system includes:

  • 461 loudspeaker clusters connected for centralized operation
  • Capacity to broadcast both scheduled and emergency messages
  • 76 out of 124 communes, wards, and special administrative zones equipped with telecommunications-based broadcasting systems
  • 3,151 loudspeaker clusters serving 2,462 hamlets and residential groups

This expanding grassroots media infrastructure is becoming a key tool in modernizing public communication while ensuring that essential information reaches even the most remote communities across the province.
