Revised Provincial Master Plan Opens New Development Space for Lam Dong
After being approved by the Provincial People’s Council during its third extraordinary session, the Lam Dong Provincial People’s Committee officially announced the revised Lam Dong Provincial Master Plan for the 2021–2030 period, with a vision to 2050, on June 6, 2026.

Expanding Long-Term Growth Potential
Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Luu Van Trung emphasized that this revision is not merely an administrative boundary update or a mechanical adjustment of development targets. Instead, the master plan is defined as a development-shaping instrument that guides investment and opens up new growth opportunities for the province in the years ahead.
Accordingly, the revision must ensure synchronization across sectors and fields; between urban and rural areas; between mountainous and coastal regions; and between economic development, environmental protection, cultural preservation, and national defense and security. It must also be closely aligned with national, regional and land-use planning frameworks, as well as the goals and tasks set out in the Resolution of the 2025–2030 Provincial Party Congress.
Particularly under tight timelines, enormous workloads, and high expectations, the process requires strong responsibility, innovative thinking, and a long-term vision.
The Provincial People’s Council overwhelmingly approved the adjustment of the Lam Dong Provincial Master Plan for the 2021–2030 period, with a vision to 2050, as well as the establishment of three new wards: Duc Trong, Ham Thuan Nam, and Cu Jut.
These decisions not only address immediate development needs following administrative restructuring, but also carry long-term strategic significance by creating the foundation for restructuring development space, reallocating resources, forming new growth poles, and expanding the province’s future development capacity.
The decisions are particularly important as Lam Dong accelerates the implementation of the Resolution of the 14th National Party Congress and strives to achieve its growth targets for the 2026–2030 period.
The revision of the Lam Dong Provincial Master Plan for the 2021–2030 period, with a vision to 2050, marks a milestone of special significance, creating a legal foundation and strategic orientation for the province’s development in the new phase.

Speaking at the announcement ceremony, Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, stressed that the revised master plan marks a milestone of exceptional importance, providing both a legal framework and strategic direction for Lam Dong’s development in the new era.
The plan is built upon comprehensive assessments of the province’s potential, advantages, resources and development space, while concretizing major orientations and policies of the Party and State regarding socio-economic development, national defense and security, and international integration.

Building an Integrated Development Model Across Regions
Under the revised provincial master plan for the 2021–2030 period, with a vision to 2050, Lam Dong aims to become one of the country’s well-developed provinces by 2030 and a key growth pole of the South Central Coast and Central Highlands region.
The province will develop its economic space according to the specific conditions of each area, strengthening linkages between the highlands, midlands and coastal zones, gradually narrowing regional development gaps, promoting economic growth alongside the sustainable protection of forest and marine ecosystems, and reinforcing national defense, security and social order.
Once the provincial, urban and rural planning systems are implemented in a synchronized manner, localities will focus on attracting investors and accelerating projects in accordance with approved plans.
This will serve as an important foundation for effectively harnessing each locality’s strengths and advantages, creating momentum for double-digit economic growth and achieving development targets for each stage.
According to many experts, the true value of a master plan does not lie in targets written on paper, but in tangible outcomes on the ground. Its success will ultimately be measured by completed infrastructure, implemented projects, mobilized resources, newly created opportunities, and the continuous improvement of people’s material and spiritual well-being.
The provincial master plan also organizes Lam Dong into seven socio-economic regions, six socio-economic corridors to strengthen intra-provincial and inter-provincial connectivity and promote complete value chains for priority sectors, as well as five specialized development zones designed to serve as breakthrough growth nuclei supported by dedicated incentive mechanisms.
