Standardizing Public Investment Procedures: The “Key” to Accelerating Public Capital Disbursement

Lam Dong Province is developing a standardized set of procedures and implementation guidelines for public investment projects at the commune and ward levels, marking a significant step toward improving public investment efficiency and accelerating budget disbursement.

Responding to Practical Challenges

Recently, Nguyen Hong Hai, Member of the Standing Board of the Lam Dong Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired a working session with the Department of Construction and relevant agencies to review draft procedures guiding communes, wards and special administrative units in implementing public investment projects.

At the meeting, Vice Chairman Nguyen Hong Hai emphasized that an effective public investment program requires a comprehensive, transparent and practical procedural framework that local authorities can readily apply. He also stressed that policies must be translated into action, urging provincial departments not only to issue instructions but also to conduct field inspections, identify specific obstacles faced by local governments, and provide timely, targeted solutions.

In practice, many small-scale public investment projects—including rural roads, schools, healthcare facilities and irrigation works—play a direct role in improving people's livelihoods. Yet many grassroots officials remain cautious when dealing with the complex legal framework governing public investment. Limited project management experience and insufficient familiarity with specialized regulations have contributed to delays, particularly during project preparation and documentation.

Building a Standardized Project Management Framework

A major highlight of the proposed framework is its effort to transform complicated legal requirements into a clear, logical and user-friendly implementation roadmap.

The entire investment process will be structured into three main phases:

  • Project preparation;
  • Project implementation;
  • Project completion and final settlement.

Each stage will include clearly defined procedures, documentation requirements and responsibilities, ensuring consistency from project initiation through final acceptance, handover and warranty management.

The framework will also feature comprehensive flowcharts illustrating every procedural step, accompanied by detailed guidance on required documentation and the responsibilities of each agency involved. Where appropriate, certain procedures may be carried out simultaneously, allowing project preparation to be completed more efficiently.

The Provincial People's Committee has required the framework to meet three fundamental principles:

  • Legal compliance
  • Practical applicability
  • High implementation efficiency

Its ultimate objective is to strengthen the capacity of grassroots officials, simplify administrative procedures and, most importantly, speed up the disbursement of public investment funds.

Speaking to reporters, a local infrastructure official expressed optimism that once officially adopted, the standardized procedures would serve as a practical handbook for local authorities while also helping reduce legal risks and ensuring more effective use of public resources.

Although further work remains—including staff training, implementation support and ongoing supervision—the initiative demonstrates Lam Dong Province's commitment to creating a more transparent, efficient and accountable public investment system, laying a stronger foundation for sustainable socio-economic development.
