To prevent disruptions to investment and infrastructure development following administrative mergers and the rollout of the two-tier local government model, the Government issued Resolution No. 66.2/2025 on August 28, 2025. Effective until the amended Law on Planning (Law No. 112/2025) takes effect on March 1, 2026, the resolution addresses obstacles in adjusting national, regional, and provincial plans for the 2021–2030 period approved before July 1, 2025, while ensuring synchronization, consistency, and continuity.

The resolution applies to three groups: national-level plans affected by administrative restructuring or serving the 2026–2030 double-digit growth target; regional plans covering all six socio-economic regions nationwide; and provincial plans for 34 centrally governed provinces and cities following administrative reorganization or requiring adjustment to meet high-growth goals.

Furthermore, the National Assembly passed the amended Law on Urban and Rural Planning 2025 (Law No. 144/2025), effective on January 1, 2026. The law prioritizes the organization of urban and rural spaces, regulates underground urban planning, clarifies zoning approval authority after administrative mergers, and strengthens decentralization under the two-tier local government model.

According to the Department of Finance’s report in early January 2026, Lam Dong Province will adjust its Provincial Planning for the 2021–2030 period, with a vision to 2050, through the selection of a qualified and reputable consulting unit in compliance with legal regulations. The adjustment aims to unlock new spatial potential, incorporate breakthrough ideas, comply with the amended Law on Planning, and ensure national defense and security requirements.

The Provincial People’s Committee has proposed selecting a consortium of domestic and international consultants, funded by provincial public investment capital. The revised planning will integrate sectoral needs, particularly those related to the province’s new administrative–political center, and align with technical and social infrastructure development.

The adjustment process will involve consultations with relevant agencies, ministries, local authorities, and neighboring provinces. Completion is targeted for April 2026, with final appraisal, approval, and public announcement scheduled for June 2026.

Vice Chairman of the Provincial People’s Committee Nguyen Hong Hai emphasized that the planning adjustment is of long-term strategic importance, serving as the foundation for shaping Lam Dong’s new development space and promoting sustainable regional and national growth.
