Supplementing and Revising the Scientific Dossier of Xuan Huong Lake Scenic Site in Da Lat

Dinh Van Tuan, member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee, and Chairman of the appraisal council for supplementing and revising the scientific dossier of the Xuan Huong Lake scenic site, presided over the meeting.

Representatives of relevant departments and agencies attended the meeting, including the Department of Culture, Sports and Tourism, the Department of Construction, the Department of Agriculture and Environment, and the Lam Dong Architects Association.

Strengthening Heritage Protection Around Xuan Huong Lake

During the meeting, Khang Nam Architecture Co., Ltd. (the consulting unit) presented several proposals for delineating protected zones for the heritage site.

Under one proposal, Zone I — where the original layout and spatial characteristics must be strictly preserved — would cover the entire lake surface and extend to the inner edge of the sidewalk along Tran Quoc Toan Street. The area has been preliminarily measured at approximately 50.36 hectares.

Based on the consultancy’s proposal, relevant agencies agreed that supplementing and revising the scientific dossier of the Xuan Huong Lake scenic site is necessary and in accordance with regulations.

The revision aims to strengthen the protection and promotion of the scenic site’s value, establish a legal basis for planning, investment, and landscape management around the lake, and ensure harmony between heritage conservation and socio-economic development, as well as national defense and security.

Balancing Conservation and Urban Development

Based on the consultancy’s proposed plan, members of the appraisal council analyzed and suggested additional measures to improve the management and protection plan for the site while also attracting investment and supporting socio-economic development.

Xuan Huong Lake was officially recognized as a national scenic heritage site by the Ministry of Culture in 1988, with its protection boundaries established in 1997.

Amid the implementation of the 2024 Cultural Heritage Law and Government Decree No. 308/2025/ND-CP dated November 28, 2025, along with recent urban planning and design adjustments around the Xuan Huong Lake area, the scientific dossier of the site requires review, updates, and completion to ensure consistency, synchronization, and practical relevance.

Toward Sustainable Development of Da Lat’s Landmark

Concluding the meeting, Vice Chairman of the Lam Dong Provincial People’s Committee Dinh Van Tuan stressed that protecting the Xuan Huong Lake scenic heritage site is an especially important task that also contributes to promoting the province’s socio-economic development.

Acknowledging the research, consultations, and contributions from experts, department leaders, and council members, Dinh Van Tuan assigned relevant agencies to continue revising and finalizing the proposal before the council votes on a final option and submits it to the provincial People’s Committee for approval.
