Tan Phu – Bao Loc Expressway: Build as Land Is Handed Over
Lam Dong Provincial People’s Committee Chairman Ho Van Muoi has called on the project investor and construction contractors to step up work on the Tan Phu – Bao Loc Expressway, emphasizing that construction must proceed wherever site clearance has been completed. Outstanding procedures and documentation must be handled alongside construction, without waiting or causing delays.
Construction Gains Momentum at Cleared Sites

On November 2, Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Lam Dong Provincial Party Committee and Chairman of the Lam Dong Provincial People’s Committee, inspected the construction site of the Tan Phu – Bao Loc Expressway project.
At the site, the project enterprise and construction contractor had mobilized machinery, equipment and personnel. Several temporary camps had also been set up to store materials and equipment.

Several interchanges were already seeing active construction. According to the contractor, 11 construction teams had been deployed to clear vegetation, open temporary access roads and prepare for work on the main project components.
A total of 72 pieces of construction equipment, including excavators, graders and wheel loaders, along with 110 workers, had been mobilized for the project.

The inspection showed that the project enterprise and contractor had demonstrated a strong sense of responsibility in their management and oversight of the project. Their mobilization of resources and organization of construction activities reflected efforts to accelerate construction and fulfill commitments made to the local authorities.

Weather conditions are currently very favorable. Local authorities are making every effort to hand over the project site to the investor as quickly as possible. The most important thing is to accelerate construction wherever land has been handed over. During implementation, relevant units must coordinate closely to resolve difficulties and obstacles. All efforts and resources must be focused on keeping the project on schedule.
Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Lam Dong Provincial Party Committee and Chairman of the Lam Dong Provincial People’s Committee
Chairman Ho Van Muoi stressed that the disbursement of public investment capital was an urgent and important task for Lam Dong. The pace of disbursement was particularly crucial for key projects that serve as drivers of development, including the Tan Phu – Bao Loc Expressway.

The project enterprise and contractor were therefore required to mobilize as much manpower, machinery, equipment and construction materials as possible. Work must be carried out simultaneously at all sites where land has been handed over. There must be no delays or half-hearted construction efforts, resource shortages, or cases where cleared land is left unused.
The provincial leader also requested that the project enterprise and contractor develop detailed construction schedules for each component and construction team, broken down by week and month.

Localities along the project route must coordinate closely with relevant units and remain determined to complete site clearance. Communes and wards should proactively maintain close contact with contractors to monitor progress and promptly report any difficulties to the Provincial People’s Committee for timely direction and resolution.
Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Lam Dong Provincial Party Committee and Chairman of the Lam Dong Provincial People’s Committee
Chairman Ho Van Muoi asked the Department of Construction to regularly urge the project enterprise and contractors to mobilize resources and accelerate construction of the project components.

He also assigned Construction Investment Project Management Board No. 1 to deploy additional technical staff to closely monitor the site. The board is responsible for directly inspecting and supervising the contractor’s mobilization of personnel, machinery, equipment and materials, as well as its construction activities.
Site Clearance Remains a Priority for Lam Dong’s Expressway Project
The Tan Phu – Bao Loc Expressway project has a total length of 65.88 kilometers and runs through Lam Dong Province and Dong Nai City. Of this, 53.97 kilometers lie within Lam Dong. The project has a total investment of more than VND 18 trillion.

The project is being developed under the public-private partnership (PPP) model. The project enterprise is Tan Phu – Bao Loc Expressway Investment Company Limited, while construction is being undertaken by Son Hai Group Company Limited.
Approximately 504.9 hectares of land must be acquired for the project. As of November 1, 2026, Lam Dong had handed over 243.94 hectares, equivalent to 48.32% of the total land area required.

The company also proposed relocating technical infrastructure and power lines at locations for which requests had previously been submitted, allowing construction teams to proceed according to schedule.

On the same day, Chairman Ho Van Muoi inspected the area covered by the 1:2,000-scale zoning plan for the residential and resettlement area on Ly Thuong Kiet Street, Group 15, Ward 1 Bao Loc.
