Task Force No. 5 Reviews and Addresses Bottlenecks in 51 Non-Budget Projects

On March 25, Dinh Van Tuan, Member of the Provincial Party Committee and Vice Chairman of the Lam Dong Provincial People’s Committee, Head of Task Force No. 5, chaired a meeting to review and address difficulties facing non-budget investment projects across the province.

Overview of the meeting

Under a decision by the provincial People’s Committee, Task Force No. 5 has been tasked with reviewing and helping remove bottlenecks affecting 51 non-budget projects in Lam Dong.

At the meeting, the task force focused on resolving bottlenecks facing three key projects in the Tuyen Lam Lake National Tourist Area: the Binh An Village Tourism Project, the Ve Nguon Eco-Tourism and Resort Project, and the Lac Hong Resort Hotel Project, developed by Binh An Village Joint Stock Company, Nhat Nguyen Joint Stock Company and Lac Nam Ecotourism Joint Stock Company, respectively.

According to the review reports, these projects have completed investment procedures and implemented the majority of construction works. However, they have exceeded their approved timelines and are not eligible for schedule adjustments under the Law on Investment or land-use extension under the Land Law.

Following discussions, task force members agreed to extend the implementation timelines of the three projects in accordance with Law No. 57/2024/QH15 of the National Assembly. This extension will allow investors to mobilize resources, complete the projects, and bring them into operation in line with approved objectives before January 15, 2027. Projects failing to meet this deadline will face termination, either in full or in part.

At the meeting, task force members reviewed delays caused by objective factors and agreed on measures to remove bottlenecks for projects eligible for extension.

Concluding the session, Vice Chairman Dinh Van Tuan commended task force members for their proactive efforts in reviewing, consolidating, and assessing project-related difficulties, as well as proposing solutions and updating data on the monitoring system. He endorsed the extension of construction timelines for the three projects in the Tuyen Lam National Tourist Area.

Looking ahead, he urged task force members to intensify reviews of project-related bottlenecks and ensure timely resolution in line with directives from the Government and the provincial authorities.

The provincial Tax Department has been tasked with reviewing the assigned projects. Any outstanding tax obligations must be clarified, with enterprises urged to fulfill their liabilities before further resolution measures are implemented.

For projects facing issues related to planning and forestry zoning, the Department of Agriculture and Environment will coordinate with the Department of Construction to conduct project-specific reviews and propose appropriate solutions.

Vice Chairman Dinh Van Tuan also called for enhanced information exchange among provincial task forces to accelerate the review and resolution process, while categorizing projects with similar issues for more efficient handling.

Leaders of relevant departments and agencies are required to proactively convene discussions and reach consensus on solutions before reporting to the task force and the provincial People’s Committee.
