Urban Renewal When Public Consensus Prevails
Amid rapid urbanization, where every square meter of land in Lam Vien– Da Lat Ward is highly valued, the story of residents voluntarily giving up land to expand Lu Gia Street stands out as a vivid example of public consensus in urban renewal and development.

Once a narrow dead-end road, Lu Gia Street is now gradually forming a new arterial route, playing an important role in Da Lat’s urban transport network. The project not only eases traffic pressure but also opens a direct connection to the upstream area of Xuan Huong Lake, contributing to the modernization of the city’s central landscape.
On March 1, 2021, the Provincial People’s Committee approved the feasibility study for the Lu Gia Street Project (the section connecting to the upstream of Xuan Huong Lake and the construction of embankments for Sedimentation Lake No. 1). The project directly affects 163 households and individuals, with nearly 30.000 square meters of land to be acquired.
In Da Lat, a tourism city where real estate values remain consistently high, the decision to leave homes passed down through generations for urban planning purposes is not merely a matter of relocation. It is a powerful demonstration of civic responsibility and commitment to the common good. The story of Nguyen Duc Thuong’s family (No. 12 Lu Gia Street, Lam Vien – Da Lat Ward) exemplifies this spirit.
Recalling the early days after receiving the site clearance notice, Mr. Thuong shared: “My wife and I struggled with the decision for a long time. This land has been part of our lives since childhood. Demolishing a well-built house of more than 200 square meters was truly difficult.”
However, after thorough explanations from ward officials about the project’s long-term significance for Da Lat’s development, his family agreed to hand over the land. “We understand that building and expanding roads for better connectivity serves the common interest, ensuring a more civilized and modern city for future generations,” he said.
Mr. Thuong’s family is not alone. In the Lu Gia residential area, many households have set aside personal interests and concerns to collectively widen the road. In recognition of these contributions, the People’s Committee of Lam Vien – Da Lat Ward held a ceremony to commend exemplary households that pioneered land handover, contributing to local urban development initiatives.
Unlocking the Key to Site Clearance Challenges
The Lu Gia Street Project has an initial total investment of more than VND 138 billion and a length of 1,7 kilometers. Its implementation has not been without obstacles, with construction once suspended for an extended period due to site clearance issues. Only when public consensus was achieved did the project resume.
According to Dang Quang Tu, Secretary of the Party Committee of Lam Vien – Da Lat Ward, the proactive involvement of grassroots officials, together with strong public support, was the decisive factor that helped the project move forward after years of stagnation.
Currently, the project is racing to complete its final stages and is expected to significantly transform the area’s urban landscape. By January 31, 2026, the disbursement rate is projected to exceed 95% of the allocated capital.
Pham Van Phuc, Head of the Ward’s Department of Economy, Infrastructure and Urban Affairs, emphasized that effective mass mobilization must be grounded in listening and understanding. “We sincerely appreciate the people’s cooperation and support. At the same time, ensuring legitimate and lawful rights and interests of residents during site clearance must be handled transparently and fairly. This is essential for building long-term trust and consensus,” he noted.
More than just a new road, Lu Gia Street has become a symbol of unity and shared responsibility, reflecting the collective determination of Da Lat’s residents to build a green, clean, beautiful and livable city.
