Xuan Truong – Da Lat Ward covers a large and geographically stretched area with significant potential for high-tech agriculture, eco-tourism, services and the development of urban gateway infrastructure in eastern Da Lat.

Since officially operating under the two-tier local government model on July 1, 2025, the ward administration has focused on consolidating its organizational structure, upgrading facilities and technical infrastructure, while ensuring uninterrupted public administration and governance.

One of the most notable achievements after nearly one year of implementing the two-tier local government model has been the ward’s increased autonomy in budget management and administration. The ward government has been granted greater authority over budget management, public asset management and public investment planning, while maintaining effective budget revenue collection and expenditure management.

Notably, local budget revenue in 2025 exceeded the assigned target by 24%, reflecting positive progress in revenue mobilization and financial governance.

At the same time, the management of land, natural resources, minerals, construction order, transport infrastructure and irrigation systems has been strengthened. Decentralization has enabled local authorities to respond more proactively to violations, particularly in land and construction management — sectors under mounting pressure amid rapid urban expansion in Xuan Truong – Da Lat.

However, alongside these achievements, the locality continues to face major challenges. The ward’s large geographic area, combined with the rapid emergence of transport and construction projects, has placed heavy pressure on a workforce that remains limited in technical personnel. Several sectors, particularly land and construction management, still encounter procedural bottlenecks due to overlapping coordination mechanisms and continued dependence on higher-level authorities.

Despite these difficulties, the spirit of innovation and dedication to serving residents has become even more evident.

Currently, Xuan Truong – Da Lat Ward has been delegated authority to process 464 administrative procedures. In 2025, the locality handled 5,884 applications, achieving an on-time processing rate of 99.83%, while online submissions accounted for 99.5% of all records.

Tran Hung Son, Chairman of the Xuan Truong – Da Lat Ward People’s Committee, said evaluation results for 2025 showed the locality scored 97.21 points in service quality for administrative procedures and public services provided to citizens and businesses, ranking 33rd out of 124 administrative units provincewide. Its administrative reform index reached 81.18 points, ranking 23rd out of 124.

Notably, by March 2026, the ward’s administrative reform ranking had risen to second place among all 124 communes, wards and special administrative zones in the province.

“These results clearly demonstrate the significant efforts made by the entire team of officials, civil servants and the local political system in adapting quickly to the new governance model and gradually improving governance capacity and public service quality,” Son emphasized.

Toward Sustainable Development

With a determination to unlock investment resources and capitalize on the advantages of high-tech agriculture, eco-tourism and eastern gateway infrastructure, the locality aims to create new growth momentum, improve living standards and contribute positively to the province’s sustainable development.

To successfully fulfill its 2026 objectives, Xuan Truong – Da Lat Ward continues to identify administrative reform and digital transformation as strategic breakthroughs.

The locality will continue reviewing and proposing improvements to decentralization and delegation mechanisms to ensure clarity, consistency and practical implementation. It also plans to strengthen coordination mechanisms between specialized departments and higher-level agencies to reduce overlaps and prevent the shifting of responsibilities.

At the same time, the ward has proposed additional staffing, particularly in critical sectors such as land management, construction, finance and information technology. It is also seeking adjustments to budget allocation formulas to better reflect population size, geographic scale and the ward’s dispersed territorial characteristics.

The locality has further proposed establishing additional commune-level specialized divisions and a local construction investment project management board to improve state management efficiency and promptly implement public investment and urban utility projects serving residents.

In its long-term development orientation, Xuan Truong – Da Lat will continue mobilizing socialized investment resources to improve infrastructure and enhance public service quality.
