Da Lat urban planning aims to create a green, smart and modern area while preserving the heritage, culture, climate and distinctive architectural and landscape values that have shaped its identity.

Da Lat urban planning targets a dynamic, sustainable center

By 2050, the Da Lat urban area is expected to have a population of more than 756,000, including about 485,000 permanent urban residents and an equivalent population of approximately 271,000 visitors. The Da Lat urban area is projected to welcome more than 17 million tourist arrivals.

The goal is for the five Da Lat wards to become one of the dynamic and sustainable urban centers of Lam Dong Province and the South Central Coast - Central Highlands region by 2050.

Alongside socioeconomic development and urban expansion, the planning framework places emphasis on reorganizing urban space, improving infrastructure quality and upgrading existing urban areas.

Da Lat is envisioned as a highland urban area, an international-standard destination for leisure, tourism and ecotourism. Its development must meet the requirements of modernization while preserving the values that have created the city's distinctive character.

On September 6, the Lam Dong Provincial People's Committee issued a decision approving the planning task for the general planning of five adjacent wards in the Da Lat area: Xuan Huong - Da Lat, Lam Vien - Da Lat, Cam Ly - Da Lat, Xuan Truong - Da Lat and Lang Biang - Da Lat.

Under the planning task, the Da Lat urban area covers more than 68,000 hectares and will be developed in two phases: a short-term phase to 2030 and a long-term phase to 2050.

Balancing conservation and development

One of the key requirements of the planning is to preserve Da Lat's heritage, cultural values, climate, terrain, architectural spaces and distinctive landscapes.

Urban development will therefore be linked to the upgrading of existing areas while ensuring a balance between new construction and the preservation of Da Lat's defining characteristics. Urban space will be organized to create a high-quality, green and modern living environment capable of adapting to climate change.

This approach comes as Da Lat faces increasing pressure from rapid urbanization, population growth, infrastructure demand and rising tourist numbers.

Conservation under the plan will not be limited to individual buildings or isolated areas of value. Instead, it will focus on preserving the overall set of elements that define the identity of the highland urban area, from its terrain and climate to its architecture, landscapes and cultural values.

Da Lat will also continue to build on recognized brands, including its identity as a Flower Festival destination and its status as a Creative City of Music, helping strengthen its appeal in tourism, culture and creativity.

Alongside preserving its identity, Lam Dong Province aims to develop a modern, integrated technical infrastructure system capable of meeting the long-term needs of the urban area.

The existing transport network will be upgraded alongside plans for underground spaces, parking facilities and drainage systems. These measures are intended to gradually address challenges in the central area, including traffic congestion, limited parking space and localized flooding.

Urban infrastructure will also be developed in a smart, green and modern direction, with greater capacity to adapt to climate change. Infrastructure investment will be integrated with the upgrading of existing urban areas, more efficient land use and improvements to public spaces.

With the population and number of tourists expected to increase significantly in the coming years, proactive planning for transport, parking, underground spaces, drainage and other technical infrastructure is considered essential for sustainable development and for reducing pressure on center Da Lat.

The general planning for the five wards is also expected to provide a foundation for unified management of urban space, guide infrastructure investment and control development over the long term.

Building smart and climate-resilient urban infrastructure

The overall goal is to create a modern and dynamic Da Lat urban area without losing its distinctive identity.

Urban and tourism development will go hand in hand with the preservation of heritage, landscapes and the environment, further reinforcing Da Lat's position as a distinctive highland urban area in Lam Dong Province.
