Lam Dong Rolls Out the Red Carpet for Businesses
Entrepreneurs and businesses are key to turning Lam Dong’s potential into economic value, creating jobs and driving growth. Determined to improve its investment climate and remove project bottlenecks, the province is reaffirming its commitment to working alongside businesses through concrete action and effective investment.

Joining Forces to Open New Paths for Development
With a development landscape extending from the highlands to the coast, Lam Dong enjoys considerable advantages in industry, high-tech agriculture and tourism. Yet turning these advantages into economic value requires investors’ commitment, production capabilities and a clear understanding of market opportunities.
Entrepreneurs and businesses are the driving force behind this process. Beyond contributing to the state budget and creating jobs, businesses promote technology adoption, expand markets and increase product value, helping lay the foundation for local growth and sustainable development.

As of September 2026, Lam Dong had approximately 31,000 active businesses, with total registered capital exceeding VND 320 trillion. The province aims to have more than 33,000 businesses operating and maintaining stable production and business activities by 2030.
Beyond increasing the number of enterprises, the province must also improve their quality. Businesses need to become more competitive and resilient while participating more deeply in value chains.
Confidence in Lam Dong’s development potential is also reflected in the interest shown by major investors.
Vu Anh Tuan, General Director of the Vietnam National Coal and Mineral Industries Group, affirmed: “Lam Dong has considerable potential and many advantages. Once projects receive investment policy approval, advance more quickly and begin operations, they will generate value for the locality in the future.”

Assessing the province’s support for investors, Vu Thanh Hai, Director of Vinh Tan 4 Thermal Power Plant, said that, alongside its potential and advantages, Lam Dong had impressed businesses with the determination, decisiveness, “dare to think, dare to act” spirit and development aspirations demonstrated by the provincial leadership.
“This is the driving force encouraging investors to confidently propose more projects, contributing to Lam Dong’s efforts to accelerate economic growth,” Hai affirmed.

These assessments carry particular weight because they come from businesses directly committing investment capital and taking responsibility for the effectiveness of their decisions. They reflect a convergence between the province’s development ambitions and businesses’ commitment to long-term investment.
However, turning proposals into construction projects, and registered capital into value for society, requires continuous support from the authorities.
Rolling Out the Red Carpet Through Responsibility and Action
For businesses, a welcoming investment environment cannot be measured by invitations alone. What matters more over the long term is transparent procedures, clear responses to outstanding issues, well-defined responsibilities and persistent follow-through until problems are resolved.
At a working session with nearly 360 businesses and investors on March 1, 2026, Ho Van Muoi, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People’s Committee, emphasized:
“Lam Dong is committed to working alongside businesses and investors, removing bottlenecks one by one until tangible results are achieved. We must all remain determined, united and committed to working together, moving forward hand in hand toward the best possible outcomes.”

At the same meeting, Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, called on agencies and localities to make a substantive shift from a management-oriented mindset to one focused on enabling development.
Supporting businesses is a political responsibility and a measure of governance capacity. This approach links the responsibility for business support to the actual performance of the administrative system, rather than merely to the receipt of recommendations and requests.

Practical results demonstrate the impact of this approach. Several billion-dollar-scale projects have had their obstacles resolved and entered operation, while dozens of major investors continue to propose projects for provincial investment approval. These developments reflect Lam Dong’s sustained efforts to support businesses and investors and address the difficulties they face.
In late July 2026, the Dak Nong Aluminum Electrolysis Plant at Nhan Co Industrial Park officially began operations, bringing Vietnam’s first aluminum ingots to market.
Politburo member, Deputy Prime Minister and Minister of National Defense Phan Van Giang emphasized that, with an annual capacity of approximately 450,000 tonnes of primary aluminum, the project is expected to generate annual production value of around USD 1.35–1.4 billion, equivalent to VND 35–36 trillion.

Once fully operational, the project is expected to employ more than 1,000 direct workers and create an additional 3,500–4,000 indirect jobs in raw material supply, energy, logistics, mechanical engineering and technical services.
According to Tran Hong Quan, Chairman of the Members’ Council of Tran Hong Quan Metallurgy Company Limited, the project experienced periods when it was virtually at a standstill before the first aluminum ingots were produced in Vietnam. Difficulties continued to mount. Nevertheless, with support from local authorities and the company’s own efforts, the project achieved the expected results.
This sustained effort is measured not only in time, but, more importantly, in the determination and cooperation of local authorities, businesses and partners.

In the same spirit, Lam Dong has continued implementing measures to improve its investment and business environment. The province has shortened processing times for investment, construction and land-related procedures. It has also reviewed available land reserves, planning arrangements and a list of projects seeking investors with strong financial and implementation capacity.
Lam Dong has taken a proactive, pioneering approach to resolving difficulties and obstacles facing hundreds of business investment projects, particularly those funded by sources outside the state budget.

Six task forces established under Decision No. 3509/QD-UBND dated July 14, 2026, continue to review and address obstacles facing non-state-budget investment projects. Issues beyond the province’s authority are reported to and raised with central ministries and agencies to clarify applicable regulations and identify legally compliant solutions.
Of Lam Dong's 365 projects, 177 still have outstanding issues being addressed, with total investment capital exceeding VND 200 trillion. Of these, 19 projects involve issues under the jurisdiction of central authorities, while the remainder fall within local jurisdiction.
These results demonstrate tangible progress in addressing longstanding problems. However, removing obstacles does not mean that all investment capital has been disbursed or that every project has begun operating. Ultimately, progress must translate into implementation, products, jobs and effective investment.
Sustaining Confidence Through Tangible Results
Alongside resolving individual project issues, Lam Dong is improving the conditions businesses encounter in their day-to-day operations. Internal and electronic processing procedures have been established for all provincial- and commune-level administrative procedures. The progress and results of applications are publicly available on the National Public Service Portal.

According to statistics, 98.1% of administrative applications handled by provincial departments and agencies are currently resolved ahead of schedule or on time. The rate at commune level exceeds 98.5%.
For businesses, administrative service quality directly affects time, costs and the ability to seize opportunities. Processing an application on time and providing a clear procedure are also practical ways for the authorities to demonstrate their commitment to supporting businesses.

This term is a race against time and work. In the past, businesses often had to approach multiple agencies themselves to complete their applications. Today, the authorities proactively accompany investors from the very beginning. A single day of delay can sometimes mean an investment opportunity moves to another locality.

Chairman Ho Van Muoi affirmed that, alongside strategies to attract investment, Lam Dong is raising its standards for selecting investors. The province welcomes genuine investors who deliver projects on schedule and produce tangible results. Investors who enter merely to hold projects or speculate in land will face decisive project revocation.

For its efforts to resolve difficulties facing businesses, Lam Dong was ranked among the provinces and cities in the “fairly good” group nationwide in the Provincial Competitiveness Index (PCI) assessment by VCCI in 2025. The classification comprised five provinces in the “good” group, 13 in the “fairly good” group and the remaining 16 in other categories.
Since the beginning of 2026, Lam Dong has attracted 63 new investment projects, with total registered capital of nearly VND 200 trillion. This represents a notable source of investment, while also underscoring the need for continued support to turn commitments into actual results.
Lam Dong is rolling out the red carpet by creating a favorable, transparent and equal business environment within the framework of the law. Supporting businesses does not mean disregarding regulations; it means proactively finding lawful solutions and ensuring investors are not left to navigate prolonged obstacles on their own.

In return, businesses must match the authorities’ commitment with responsibility. The business community is expected to honor its commitments, comply with the law, protect the environment, care for workers and create lasting value for the locality. When responsibility is shared, the relationship between the authorities and businesses can become a foundation for long-term development.
Welcoming businesses with goodwill, retaining their confidence and working alongside them through tangible results: this is how the “red carpet” can become more than an invitation, turning entrepreneurs’ ambitions and Lam Dong’s potential into real economic value.
