Reviewing Growth, Land and Digital Transformation Policies and Preparing for the September Session

On the morning of August 12, the Standing Committee of the Lam Dong Provincial People's Council held its 10th session, chaired by Lam Dong Provincial Party Committee Deputy Secretary and People's Council Chairman Luu Van Trung. The meeting was attended by leaders of the Provincial People's Committee, People's Council committees, departments, agencies and relevant units.

A key focus of the session was to agree on a plan for handling legal normative documents at each session from now through the end of 2026.

The Standing Committee reviewed the list, handling options and timeline for documents issued by the People's Councils of the three provinces before their merger.

In education, healthcare, science and technology, the Standing Committee considered policies on allocating state budget funds and local counterpart funding for national target programs.

These included programs to modernize and improve the quality of education and training, as well as healthcare, population and development programs. Some proposals were recommended for consideration under shortened procedures.

The session also discussed the development of a resolution setting expenditure levels for standardization and technical regulation activities funded by the state budget in science, technology, innovation and digital transformation.

Notably, the Standing Committee considered updating and supplementing growth targets for the 2026–2030 period to implement policies and resolutions adopted by the Party Central Committee, the National Assembly and the Government.

In the land sector, the session reviewed a list of land areas proposed for pilot projects and amendments and supplements to regulations on land price tables. The Standing Committee also considered a proposal to develop a resolution on policies for converting forest land to other uses.

The Standing Committee further reviewed additions and adjustments to the draft resolution agenda for the sixth session. These included the number of state-budget-funded employees in 2026 at public service units in the education and healthcare sectors.

The session also considered a proposal to develop a resolution on allowances for personnel responsible for receiving citizens and handling complaints, denunciations, petitions and feedback.

The Standing Committee reviewed and agreed on the proposed content and schedule for the sixth session, a thematic session scheduled for September. The Office of the National Assembly Deputies' Delegation and the Provincial People's Council presented the proposed agenda, content and schedule for delegates to discuss while the Provincial People's Committee and relevant departments and agencies provided feedback and explanations.

In his concluding remarks, People's Council Chairman Luu Van Trung asked the People's Council committees, the Provincial People's Committee and relevant agencies to coordinate closely and carefully review each item before submission to the competent authorities.

Regarding the system of resolutions issued by the People's Councils of the provinces before the merger, the People's Council Chairman requested a review of resolutions that are no longer appropriate so that they can be proposed for repeal or replacement. For resolutions requiring replacement, the new resolutions and their scope of replacement must be clearly identified to ensure that no legal gaps arise.

The People's Council committees, departments and agencies were asked to agree on the list of documents, establish a handling roadmap and clearly assign responsibilities. The review, repeal and replacement of old resolutions must be completed according to the established schedule.

For issues arising between two sessions, Luu Van Trung asked relevant agencies to coordinate closely to ensure that resolutions are prepared in accordance with regulations, reflect practical conditions and are feasible.

The People's Council Chairman asked relevant agencies to fully incorporate the opinions raised at the session and complete the dossiers and draft resolutions in preparation for the sixth session, the September thematic session of the Provincial People's Council.
